own without independent evaluation and analysis. <br />The draft EIR which is sen~ out for public review <br />must reflect the independent judgment of the public <br />agency. The public agency should require an appli- <br />cant to specify to the best of his knowledge which <br />other public agencies will have approval authority <br />over the project. <br /> <br />The EIR may be prepared as <br /> <br /> a separate document, or <br />as a part of a project report. If prepared as a <br />part of the project report, it must still contain <br />in one separate and distinguishable section the <br />elements required of an EIR, includin~ the seven <br /> <br />~lements specified in Article IV, <br />these rules and regulations. <br /> <br />All public and private activities <br />pursuant to or in furtherance of a <br /> <br />Section 4 of <br /> <br /> or undertakings <br /> redevelopment <br /> <br />plan constitute a single project, which shall be <br />deemed appr6ved at the time of the adoption of the <br />redevelopment plan by the Santa Ana City Council. <br />The EIR in connection with the redevelopment plan <br />shall be submitted in accordance with Section 33352 <br /> <br />of the Health and Safety Code. <br />All Jf the above is subject to the lead agency' <br />principle which provides that not more than one EIR <br /> <br />shall be prepared in connection with the same <br /> <br />-38- <br /> <br /> <br />
