SECTION 3. <br /> <br />Information Document. An Environmental Impact <br />Report is an information document which, when <br />fully prepared in accordance with the Califorria <br />Environmental Quality Act, hereinafter referred <br /> <br />to as CEQA, and the Guidelines for Implementation <br />cf the California Environmental Quality Act of <br /> <br />lg70 propounded by the Secretary of the California <br />Resources Agency, will inform public decision- <br />makers and the~general public of'the environmental <br />effects of projects proposed, to be carried out or <br />approved by the City of Santa Ana. This environ- <br />mental impact process is intended to enable the <br /> <br />City of Santa Aha to evaluate a project to determine <br />whether it may have a significant effect on the <br />environments examine end institute methods of re- <br />ducing adverse impacts, and consider alternatives <br />to the project as proposed. This procedure must be. <br /> <br />carried out prior to the approval or disapproval of <br />any project proposed to the City of Santa Aha. An <br />Environmental Impact Report may not be used as an <br /> <br />iQstrum~nt to rationalize approval of ~he a project, <br />nor do ~di:gtjons of adverse impact, as enunciated in <br />an 'Environmental Impact Report require that a project <br />be d~sapp.roCbd.
