7 -- ~T4DCATION ASSISTANCE ADVISORY SERVICES <br /> <br />7.1 Relocation assistance advisory program. Under Section 7261, <br />the head of a public agency shall require a relocation assistance <br />advisory program for persons displaced as a result of programs or <br />projects. Each relocation assistance advisory program shall in- <br />clude such measures, facilities, or services as may be necessary <br />or appropriate to perform all of the tasks detailed in Section <br />7261(c). <br /> <br />7.2 Coordination of planned relocation activities. <br /> <br /> a. Coordination. When two or more public agencies contem- <br />plate displacement activities in a given community or area, the <br />heads of the respective agencies responsible for the planned ac- <br />tivities shall require that appropriate channels of communication <br />be established between the agencies for the purpose of planning <br />relocation activities and coordinating available housing resources. <br /> <br /> The public agencies <br />causing displacement shall designate at least one representative <br />who will meet periodically with the representatives of other <br />Federal, State and local agencies to review the impact of their <br />respective programs on the community or area. <br /> <br /> b. Local coordination. To further insure maximum coordina- <br />tion of relocation activities in a given community or area, each <br />public agency's regulations shall require that the displacing <br />agency consult appropriate local officials before approving any <br />proposed project in the community, consistent with the require- <br />ments of the procedures promulgated by the Office of Management <br />and Budget Circular A-95 (Revised). That Circular provides a <br />central point of identifying local officials. <br /> <br />7.3 .Contracting for relocation services. <br /> <br /> a. Contracting with central relocation agency. The head of <br />a displacing agency contemplating initiation of displacement ac- <br />tivities shall consider contracting with the central relocation <br />agency in a community ~r area for the purpose of carrying out its <br />relocation activities. <br /> <br /> b. Contracting with ot~ers. When a centralized relocation <br />agency is not available in a co~unity or if in the judgment of <br />the displacing agency the centralized agency does not have the <br />capacity to provide the ~e~essary services, within the time re- <br />quired by the agency's program, the displacing agency may contract <br />with another public agency or a private contractor who can provide <br />the necessary relocation services. <br /> <br /> <br />
