RESOLUTION NO. 74-79 <br /> <br />A EESOLUTIOI~ OF THE CITY COUNCIL OF THE CITY OF SAITfA AlqA <br />AMElqDING SECTION 3 OF RESOLUTION NO. 58-281 TO REALLOCATE <br />THE CLASSIFICATION OF ASSISTANT TO THE CITY MANAGER-COMMUNITY <br />BELA_TIONS TO A MORE EQUITAMLE SALARy RAEGE <br /> <br /> WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution <br />58-281, revising and re-establishing the Basic Compensation Plan for employees of the <br />City of Santa Ana; and <br /> <br /> WHEREAS, the City Council has from time to time amended this Resolution in order <br />to maintain the relevency and equity of the Basic Compensation Plan; and <br /> <br /> WHEREAS, a recently completed job content analysis of the Assistant to the City <br />Manager-Cu.mmnity Relations classification clearily indicates that the present class <br />specification and salary range allocation are no longer appropriate for the diversity and <br />level of work actually being performed; and <br /> <br /> WHEREAS, as originally conceived, this was a single position classification with: <br />a) little supervisory responsibilities, b) little or no budgetary responsibilities, and <br />c) no managerial responsibilities; and <br /> <br /> WHEREAS, when the position of Assistant to the City Manager-Community Relations <br />was created in 1969, the salary level was appropriate for the degree of difficulty or <br />complexity of the Job, assigned levels of responsibility and degrees of supervision <br />received and exercised; and <br /> <br /> WHEREAS, the classification has evolved, over time, and is now responsible for <br />supervisorial, budgetary and managerial responsibilities which has resulted from the <br />decentralization of the community r elations function in addition to added responsibilities <br />which now include: a) directing Santa Ana's public housing program, b) preparing and <br />directing the preparation of applications for financial grants from federal, state <br />and county governments and other funding sources, c) coordinating cu~u~nity development <br />efforts with the Man-in-Washington Program, the City Housing Authority, County of Orange~ <br />other City departments, other County conmunaities, d) extensive development and management <br />of programs and budgets; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281 is hereby <br />amended in accordance with merit system principles, by reallocating the classification <br />of Assistant to the City Manager-Co.~=unity Relations, currently assigned to Range 392, <br />$1413-$1717 per month, as follows: <br /> <br />CLASS TITLE <br /> <br />SALARY RANGE If0MBER <br /> <br />Assistant to the City Manager-Co~.unity Relations <br /> <br />424 ($1651-$2007) <br /> <br />BE IT FURTHER RESOLVED: That this amendment shall take effect on <br />1 , 1974. <br /> <br />July <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa Aha at its regular <br />meeting held on the 20th day of I~- , 1974. <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />STATE OF CALIFORNIA) <br />COUNTY OF ORAI~GE )SS <br />CITY OF SANTA ANA ) <br /> <br /> I, FLORENCE I.
