My public life in Santa <br />~na in the past thirty years has always supported that belief, and my <br />activity on this Council substantiates the fact that I believe in <br />industrial developaent well located for railroads, for highway, for <br />water, for sewerage, and wbere the entire development willmake living <br />in Santa Anabetter. <br /> However, in our transition from a fringe City of a large metropolitan <br /> a~ea to a metropolitan City in our own right I don't believe that we <br /> should abdicate to industry nor to the whims of a few so-called <br /> industrial developers. <br /> I believe that we can m~ke our fine community attractive to industry <br /> by being progressive yet selective, and not by being a community where <br /> anything goes and the sky is the limit. <br /> You and me as Councilmen are charged with a serious part in the future <br /> of Santa Ana, and fully realizing and respectingmyposition I oppose <br /> the adoption of this Ordinance and I vote VNo' <br /> <br />J. Dahl <br /> <br />On motion of Councilman Jerome, seconded by Markel and carried, the following <br /> <br />Ordinance entitled: <br /> <br />"Ordinance amending Section 3212.1 to require parking only <br />within designated parking stalls" <br /> <br />was introduced, considered and placed on file for second reading. <br /> <br />The Council having unanimously waived the reading of the Ordinance, on motion of <br /> <br />Councilman Jerome, seconded by Markel and carried, the following Ordinance entitled: <br /> <br />"Ordinance No. NS-192 amending Santa Aha Municipal Code by amending <br />Section 3805 regarding imprisonment in County Jail; repealing <br /> Sections 3805.1 and 3805.2; and adding new Sections 3812, 3812.1, 3812.2, <br /> 3812.3, 3812.4, and 3812.5 regulating use of the swim-lng pool" <br /> <br />was considered and passed as an emergency Ordinance by the following vote: <br /> <br />Ayes, Councilmen Dale H. Heinly, J. Ogden Markel, <br /> Willism Jerome, Courtney R. Chandler <br />Noes; Councilmen None <br />Absent, Councilmen Milford W. Dahl <br /> <br />It was moved by Councilman Heinly, seconded by Markel and carried, that the matter <br /> <br />be re-opened on the variance application of J.E. Pritchett. On motion of <br /> <br />Councilman Markel, seconded by H~inly and carried, the recommendation of the Plann- <br /> <br />ing Commnission was approved and the variance of J.E.Pritchett was granted to permit <br /> <br />the conversion of existing single-family residence on property at 2001 Rousselle <br /> <br />Street, into a duplex, and the addition of a single-family house on vacant portion <br /> <br />of the lot facing St. Andrew Place, subject to parking requirements as shown on <br /> <br />plot plan. <br /> <br />Councilman Dahl arrived at 8:45 P.M. <br /> <br />It was moved by Councilman Jerome, seconded by Markel and carried, that the <br /> <br />sw~w,~iag pool be accepted subject to completion of minor items to the satisfaction <br /> <br />of the City Manager and Director of Building Safety, and further, subject to signing <br /> <br />a separate agreement for the remaining deck grooving and the filing of bonds re- <br /> <br />quired therein; that the original bonds be released after completion of the payment <br /> <br />retention time, and that the proper authorities be authorized to sign a change <br /> <br />order omitting said grooving from the original agreement and to execute a new <br /> <br />agreement for the grooving as a separate item. <br /> <br />On motion of Councilman D~bl, seconded by Heinly and carried, proper officials <br /> <br />were authorized to execute the three riders on the contract with the Aetna Life <br /> <br />Insurance Company which effects the change in the policy number, the cb~nge in the <br /> <br />renewal date and the addition of the major medical expense benefits. <br /> <br /> <br />
