RESOLUTION NO. 74-118 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA ENCOURAGING THE MAYOR <br />AND COUNCILMEN TO ATTEND AND PARTICIPATE <br />IN LOCAL, STATE AND NATIONAL CONFERENCES <br />AND FUNCTIONS PERTAINING TO MUNICIPAL <br />AFFAIRS AS REPRESENTATIVES OF THE CITY'S <br />INTERESTS <br /> <br /> WHEREAS, from time to time conferences, meetings, seminars, <br />workshops and similar functions are conducted by organizations <br />involved in promoting the interests of local governmental effi- <br />ciency, for the purpose of providing invaluable exchanges of <br />information among leaders of local, state and national govern- <br />ment; and <br /> <br /> WHEREAS, it is in the continuing interest of the citizens <br />of Santa Ana that their Mayor and Councilmen avail themselves <br />of the opportunity to attend such functions whenever possible, <br />to represent the interests of the City and to remain fully in- <br />formed on important developments in the field of municipal ad- <br />ministration. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the <br />City of Santa Ana that the following policy is adopted for the <br />purpose of encouraging and emphasizing the importance of adequate <br />representation of the interests of the City at appropriate con- <br />ferences and other functions by the elected representatives of <br />the citizens of Santa Ana: <br /> <br /> 1. It is the duty of the Mayor, in his capacity as re- <br />presentative of City government, to attend each conference or <br />other function at which it is appropriate for the City to be <br />officially represented. When the Mayor is unable to attend, he <br />should designate a suitable substitute representative. <br /> <br /> 2. It is highly desirable and strongly urged that all <br />members of the City Council attend the local, state and national <br />conferences of the League of California Cities, the National <br />League of Cities and the United States Conference of Mayors, <br />whenever and wherever held. <br /> <br /> 3. It is highly desirable and strongly urged that all <br />members of the City Council attend and participate in signifi- <br />cant public functions within the city, and meetings, conferences, <br />seminars, workshops and similar functions which occur in Santa <br />Ana or in nearby areas and relate to the affairs of municipal <br />government. <br /> <br /> 4. When, in the opinion of the City Council, attendance by <br />Councilmen at meetings, conferences, seminars, workshops or <br />similar functions relating to the affairs of municipal govern- <br />ment held outside the local area is desirable, the City Council <br />may give its approval in advance to such attendance. When ad- <br />vance approval has been given, attendance by all Councilmen at <br />the approved function is highly desirable and strongly urged. <br /> <br /> 5. The attendance by the Mayor or his designee at any <br />function described in paragraph 1 of this policy, and by a <br />Councilman at any funotion described in paragraph 2 and 3, or any <br />function described in paragraph 4 which has received approval <br />in advance from the City Council, constitutes authorized offi- <br />cial business of the City. <br /> <br /> <br />
