33. <br /> <br /> .PROBLEM STATeMEnT (Continued). <br />It hms become axiomatic, in light of today's ,rising crime rates <br />and increased expenditures for law enforcement, that the "life <br />blood" of law enforcement activities is. information. This major <br />law enforcement Lugredient is necessary for both efficient oper- <br />atic~s and effecbive management decisions, 'particularly as applied <br />to the burglary prevention and apprehension function. Accordingly, <br />this application proposes to exRand the capabilities of the regional, <br />cc~puter based data system which is not tO be confinced to Juris- <br />dictional bou~4aries, and will correlate burglary information in an <br />accurate, orgs~lzed, timely~and cd,plete manner. Furthermore, it <br />will provide, in an on-line environment, a systematic determination <br />of the inter-relationships between those data elements necessary to <br />meet this requirement. <br /> <br />APPROACHES C1DNSIDERED <br /> <br />It is readi~v apparent from the Problem Statement discussion above <br />that a s~ignificant increase in the incidence of burglaries, coupled <br />with a decrease in the rate of clearances and the apprehension of <br />suspects, continues as a major concern for the law enforcement c~,,~nity <br />of Orange Cc~uty: It is further apparent that current or traditional <br />approaches to the problem no longer are adequate~ in combating the crime <br />burglary. Generally,-it~ is accepted that vigorous and agressive police <br />patrols effectively ckhvd_~ish the opportunity for criminal~'conduct, and <br />increase the probability of apprehension.
