RESOLUTION NO. 74-130 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA CREATING A COMPREHENSIVE MANPOWER <br />PROGRAM FOR SANTA ANA RESIDENTS FUNDED AND <br />GOVERNED BY TITLE I OF THE COMPREHENSIVE <br />EMPLOYMENT AND TRAINING ACT OF 1973. <br /> <br />WHEREAS, <br /> <br />Meny Santa Ana residents currently suffer the pains of high <br />unemployment or underemployment and/or are economicelly <br />disadvantaged; and <br /> <br />WHEREAS, The City of Santa Ana is eligible for 27.02 percent of CETA, <br /> Title I funds for Orange County; and <br /> <br />WHEREAS, <br /> <br />The City of Santa Ana is a general purpose local government <br />and is in the best position to identify needed manpower <br />services in the City and ie best equipped to monitor the <br />effectiveness of the delivery of services to its rssid@nts <br />under such a program; and <br /> <br />WHEREAS, <br /> <br />Title I of the Comprehensive Employment and Training Act of <br />197~ allocates funds so that general purpose local governments <br />may establish programs to provide comprehensive manpower <br />services including the development and creation of job <br />opportunities, and the training, education, and other services <br />needed to enable individuals to secure and retain employment <br />at their maximum capacity; <br /> <br />NOW, <br /> <br />THEREFORE, BE IT RESOLVED: That the City Council of the City of <br /> Santa Ana does hereby c~eate and initiate a Comprehensive <br /> Manpower Program for Santa Ana residents funded and governed <br /> by Title I of the Comprehensive Employment and Trainin9 Act <br /> of 1973 and that such p~ogram be submitted to the Orange <br /> County Manpower Commission and/or the U.S. Department of <br /> Labor for funding. <br /> <br />BE IT FURTHER RESOLVED: That the Comprehensive Title I Manpower <br /> Program for the City of Santa Ana shall have the following <br /> components: <br /> <br />1. A City-operated Viet,~am Era veterans program, <br />2. A City-operated disadvantaged youth (in-school) program, <br /> A City-operated senior citizen split-job program, <br />4. Occupation training programs operated by Operation SER <br /> and Opportunities Industrialization Cente~ (OIC), <br />5. Institution and occupation training operated .by the <br /> Rancho Santiago College District, the Santa Ana Unified <br /> School District, and the Garden Grove Unified School <br /> District, <br />6. An on-the-job training program to be operated by the <br /> California State Department oflEmployment Development <br /> and coordinated by the Orange County Manpower Commission, <br />7. An out-of-school program for disadvantaged youth operated <br /> by the Neighborhood Youth Corps, and <br />8. A reserve set aside for a Summer Youth Employment Program <br /> for summer 1975. <br /> <br /> <br />
