38A.. <br /> <br />The necessary data wJ'll be submitted to the Orange County <br />Narcotics Index Coordinator's Office by each of the par'ti- <br />cipating agencies as it becomes avaitr~ble. This data will <br />b~ collected at the Orange County Narcotic Index Office <br />at the Santa Aha.Police Department and then analyzed as to <br />its content and relevance by the £~nalyst and other office <br />staff. The analyst is assisted by a staff as described <br />in the Budget Narrative section of this grant application. <br />Standard cards and forms used for ihtelligance information <br />will be used to record intelligence 5ata obtained and rele~ <br />vent data will then be placed into the intelligence system <br />by the Coordinator. The final evaluation of the program <br />will be mode by the Coordinator and his staff with 'assistance <br />when necessary by the Task Force. <br /> <br />Systemwide Impact <br /> <br />In Orange County Urug oriented problems compose over 40~ <br />of 0Il major crimes in the County. It has been foond that <br />many individuals who are addicted to the use of narcotics <br />or 5angerous ~rugs are forced to commit other crimes~ such <br />as theft and robbery, in order to pay for the contr~banO. <br />On a larger scale many times the purchase of large amounts <br />of illegal narcotics and dangerous drugs is f~.nanceO <br />subsidized .by the porchase of large amounts of firearms and <br />other types of illegal weapons. It is felt that with the <br />comtinuation of the Narcotics Index in Orange County, the <br />presently existing Orange County Narcotics Task Force will <br />be better equippe~ to ~eal ~.:ith the existing an5 projected <br />drug problem within the County and surrounding area by <br />having increased information available for their use. ~his <br />i~format~on properly analyze~, and ~istribute~ ~i!l lea~ <br />to taking the drug trafficker eff the streets and thereby <br />re~ce the avaJlab:~l~Ly of 5r~]gs thereon. If the drugs are <br />not available for purchase there wi!] be a dir~c't reduction <br />in the number of thefts and cr~mes,committed te obtain money <br />to buy s~me. it is the belief of law enforceme~'~t officers <br />within the Coun'~y of Orange that a redt~ctJon in overall crime <br />will result from a concentrated ef~'ort at narcotic <br />suppression. <br /> <br />This red~let:~on will chivy come after an initial increase in <br />narcotic arrests which will increase the work]cad for all <br />facets of the jud:icJal sys'teI'.,~ i.e. courts, Distr,.ct A~;torney, <br />Public Defender, corrections, ?robe. rich and <br /> <br />'/l:hth n:~rco'[:.J.e :md d.~'ug abuse being a prJ. t:;~ax~y cause of crime <br /> <br /> <br />
