32. <br /> <br />PROBLEM STATE~.~NT (Continued) <br /> <br /> ~ No geographic criminal history for alerting ~e- <br /> sponding officers to potentially hazardous situ- <br /> ations <br /> <br />It is apparent from evaluating other high technology sys- <br />tems currently operational in the county that these prob- <br />lems can be significantly reduced in importance or com- <br />pletely eliminated through a good technological design <br />approach. <br /> <br />It is obvious from the above discussion that the heart of <br />a law enforcement organization is communications. In view <br />of today's rising crime rates and increased expenditures <br />for law enforcement, it is mandatory that an efficient and <br />cost/effective com~unications system be provided. <br /> <br />Total police communications consists of several interre- <br />lated but relatively independent subsystems; telephone, <br />teletype, telegraph, radio, television and other electronic <br />and automated processes. A singular evaluation of a partic- <br />ular media or approach will not suffice in describing the <br />communications effort but each must be examined in context <br />with each other and correlations established. These inter- <br />relationships must effectively, and efficiently function <br />together and by themselves to provide the total communications <br />system.
