RESOLUTION NO. 74-182 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA OPPOSING A PROPOSED <br /> ~XTENSION OF THE JURISDICTION OF THE <br />CALIFORNIA COASTAL COMMISSION <br /> <br /> WHEREAS, the South Coast Regional Commission of the California <br />Coastal Zone Conservation Co~ission has prepared a proposed Powers, <br />Funding and Government element for inclusion in its Coastal Zone <br />Plan, which proposed element is scheduled for public hearing on <br />December 16, 1974; and <br /> <br /> WHEREAS, the said proposed element includes within its recom- <br />mendations, as Recommendation XI thereof, a proposed extension of <br />territorial jurisdiction for the Coastal Commission or its pro- <br />posed successor agency, so as to allow it an authority to condi- <br />tionally approve all projects upon or affecting any river or <br />stream emptying into the Pacific Ocean which the said Commission <br />or its successor agency determines to have an adverse environmen- <br />tal impact upon the coastal zone; and <br /> <br /> WHEREAS, it is the opinion of this Council that sufficient <br />environmental safeguards are already in existence with respect <br />to potential development of the areas adjacent to the Santa Ana <br />River and Santiago Creek, through the requirements of the Cali- <br />fornia Environmental Quality Act and the conservation elements <br />of local general plans, and by the operations of the Greenbelt <br />Commission and the Flood Control District; and <br /> <br /> W~EREAS, it is further the opinion of th&s~ouncil that the <br />proposed extension of the jurisdiction of the Coastal Zone Com- <br />mission, if adopted, would further add to the administrative <br />burden of development within the river-land areas, imposing <br />additional time delays and inhibiting the efforts of local <br />governments to upgrade such areas; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the <br />City of Santa Ana does hereby declare its opposition to the pro- <br />posed extBnsion of the jurisdiction of the Coastal Zone Commission, <br />or any successor agency thereto, to projects on or affecting the <br />rivers and creeks emptying into the Pacific Ocean. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of <br />Santa Ana at its adjourned regular meeting held on the <br /> 9th day of December , 1974. <br /> <br />ATTEST: <br /> <br />CLERK OF TH~COUNCIL <br /> <br /> <br />
