· The City should declare itself a participant in the <br /> National Flood Insurance Program and express a willing- <br /> ness to adopt appropriate controls including the crea- <br /> tion of a flood plain district providing for adequate <br /> protection, building regulations and land use manage- <br /> ment for a minimum of a 100 year flood area.
