RESOLUTION NO. 75-7 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING A GRANT APPLICATION FOR THE <br />PURPOSE OF OBTAINING AN EMERGENCY POLICE VEHICLE <br />LIGHTING SYSTEM FROM THE CALIFORNIA STATE OFFICE <br />OF CRIMINAL JUSTICE PLANNING AND AUTHORIZING THE <br />CHIEF OF POLICE OF THE CITY OF SANTA ANA TO <br />EXECUTE ALL DOCUMENTS PERTINENT THERETO <br /> <br /> WHEREAS, the City of Santa Ana desires to undertake a cer- <br />tain safety project to purchase modern and efficient emergency <br />vehicle lighting system and to equip the eighteen remaining <br />Santa Ana Police patrol vehicles with the so-named equipment <br />as described above and in the attached LEAA application. <br />Specific objectives are to reduce accidents involving police <br />vehicles responding to emergency calls and secondary accidents <br />occurring at accident scenes by 50%. Existing traditional <br />lighting devices are inadequate and do not afford optimum <br />protection to motorists, accident victims, and police officers. <br /> <br /> WHEREAS, the City of Santa Ana does take notice that <br />it has taken the initial step to provide greater safety to <br />the police and motorists by providing twenty-five patrol units <br />with modern, efficient lighting systems, and that the City <br />of Santa Ana is not financially able to support the additional <br />lighting systems due to numerous priority police needs resulting <br />from high crime and insufficient personnel. The City Council <br />also acknowledges that the Santa Ana Police Department in <br />its Technical Services Capital Outlay Budget Fund, numbered <br />51-343-641, has a designated capital outlay for emergency <br />lighting. The citizens of Santa Ana believes it will be <br />in its best interest, economically and administratively, to <br />have those funds, the sum of $1,073, utilized for purchasing <br />a more modern emergency vehicle lighting system, by having <br />that local budget allocation be supported by state and federal <br />funds through the California State Office of Criminal Justice <br />Planning. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Santa Ana that the Chief of Police, Raymond C. <br />Davis of the Santa Ana Police Department, was authorized on <br />its behalf, to submit the attached application for grant for <br />law enforcement purposes to O.C.C.J.C. and is authorized to <br />execute on behalf of the City of Santa Ana, a Grant Award <br />Contract consistent with the terms of said application for <br />law enforcement purposes including any extension or amendments <br />thereof. <br /> <br /> BE IT FURTHER RESOLVED that the applicant agrees to provide <br />all matching funds required for such project (including any <br />extension or amendment thereof) under the rules and regulations <br />of OoC.C.J.C. and the Law Enforcement Assistance Administration <br />and that cash will be appropriated as required thereby. <br /> <br /> BE IT FURTHER RESOLVED that grant <br />shall not be used to supplant on-going <br />tures. <br /> <br />funds received hereunder <br />law enforcement expendi- <br /> <br /> <br />
