RESOLUTION NO. 75-10 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA APPROVING A GRANT APPLICATION FOR THE <br />PURPOSE OF OBTAINING PORTABLE AUDIO-VISUAL EQUIP- <br />MENT FROM THE CALIFORNIA STATE OFFICE OF CRIMINAL <br />JUSTICE PLANNING AND AUTHORIZING THE CHIEF OF <br />POLICE OF THE CITY OF SANTA ANA TO EXECUTE ALL <br />DOCUMENTS PERTINENT THERETO. <br /> <br /> WHEREAS, the City of Santa Ana desires to undertake a <br />certain project to provide the residents of Santa Ana a more <br />effective and efficient means of training new and on-staff <br />police personnel by utilizing a modern, cost/effective, portable <br />audio/ visual training system as.so described on the attached <br />LEAA application. The primary goal of this project in utilizing <br />the proposed portable audio/visual equipment is to reduce <br />the high cost of Departmental training, to provide standard- <br />ization of information for in-service training, and to increase <br />the impact of the Crime Prevention, Community Relations, and <br />Officer Training Programs. It is also noted that the proposed <br />equipment will increase officer efficiency by increasing his <br />training activity during his normal scheduled shift and will <br />reduce the community crime rate by properly producing timely, <br />audio/visual information. <br /> <br /> WHEREAS, the City Council of Santa Ana takes notice that <br />the Santa Ana Police Department in its Technical Services <br />Outlay Budget Fund, numbered 051-332-641, has a designated <br />capital outlay of $6,700.00 for updating existing outmoded <br />audio/visual equipment. The City of Santa Ana believes it <br />will be in its best interest, economically and administratively, <br />to have those funds utilized for purchasing a modern, cost/effec- <br />tive, portable audio/ visual training system by having the <br />local budget allocation be supported by state and federal <br />funds through the California State Office of Criminal Justice <br />Planning. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Santa Ana that the Chief of Police, Raymond Co <br />Davis of the Santa Ana Police Department, was authorized on <br />its behalf, to submit the attached application for grant for <br />law enforcement purposes to O.C.C.J.C. and is authorized to <br />execute on behalf of the City of Santa Ana, a Grant Award <br />Contract consistent with the terms of said application for <br />law enforcement purposes including any extension or amendments <br />thereof. <br /> <br /> BE IT FURTHER RESOLVED that the applicant agrees to provide <br />all matching funds required for such project (including any <br />extension or amendment thereof) under the rules and regulations <br />of O.C.C.J.C. and the Law Enforcement Assistance Administration <br />and that cash will be appropriated as required thereby. <br /> <br /> BE IT FURTHER RESOLVED that grant funds received hereunder <br />shall not be used to supplant on-going law enforcement expendi- <br />tures. <br /> <br /> <br />
