RESOLUTION NO. 75-20 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA OPPOSING A PROPOSED <br />EXTENSION OF THE JURISDICTION OF THE <br />CALIFORNIA COASTAL COMMISSION <br /> <br /> WHEREAS, the South Coast Regional Commission of the Califor- <br />nia Coastal Zone Conservation Commission has prepared a second <br />preliminary draft of a Powers, Funding and Governmental element <br />proposed for inclusion in the California Coastal Zone Conserva- <br />tion Plan; and <br /> <br /> WHEREAS, said preliminary draft includes within its recom- <br />mendations, as Proposed Policy Recommendation 26, a proposal <br />that the State Commission have a limited jurisdiction, including <br />the power to impose terms and conditions, over various projects, <br />whether within or without the Coastal Zone, which the Commission <br />may determine to have an adverse environmental impact upon coas- <br />tal resources; and <br /> <br /> WHEREAS, said proposed Recommendation 26 is substantially <br />similar to Recommendation XI of the first preliminary draft of <br />the Powers, Funding and Government element prepared by the South <br />Coast Regional Commission, to which this council has previously <br />expressed its opposition, in Resolution No. 74-182, submitted <br />to the South Coast Regional Commission at its public hearing of <br />December 16, 1974; and. <br /> <br /> WHEREAS, this Council now desires to reaffirm its opposition <br />to the said proposed recommendation and to again express its <br />opinion that enforcement of the Coastal Zone Conservation Plan <br />as to projects lying outside the Coastal Zone is more appropriately <br />vested in the local agencies having territorial jurisdiction over <br />such projects, and that the proposed extension of the jurisdiction <br />of the Commission, if adopted, would unreasonably increase the <br />· administrative burden of development in river-land areas; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the <br />City of Santa Ana does hereby declare its opposition to the pro- <br />posed extension of the jurisdiction of the California Coastal <br />Zone Conservation Commission, as set forth in Proposed Policy <br />Recommendation 21 of the tentative draft of the Powers, Funding <br />and Government element of the California Coastal Zone Conserva- <br />tion Plan, as presently under consideration by the South Coast <br />Regional Commission. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 18th day <br />of February , 1975. <br /> <br />ATTEST: <br /> <br />MAYOR <br /> <br />CLERK OF THE COUNCIL <br /> <br /> <br />
