Categorical exemption means <br />an exception from the requirements of the CEQA <br />based on a finding by the Environmental Impact <br />Evaluator or the Environmental Review Commit- <br />tee of the City of Santa Ana, that the project comes <br />within those classes of projects determined by the <br />Secretary of the California State Resources Agency, <br />as not having a significant effect on the environ- <br />ment, which classes of proje6ts are set forth in <br />Article III, §4 herein. <br /> <br />Discretionary Project. ~iscretionary project means <br />an activity defined as a project which requires the <br />exercise of judgment, deliberation or decision on <br />the part of the City of Santa Ana approving or dis- <br />approving a particular activity, as distinguished <br />from situations where the City of Santa Ana has to <br />determine whether there has been conformity <br />with applicable statutes, ordinances, or regu- <br />lations. <br /> <br />Emergency.
