If the Environmental <br />Impact Evaluator finds, after the initial study, that <br />a discretionary project may have a significant effect on <br />the environment, then the Environmental Impact Evaluator <br />may prepare or cause to be prepared a Draft Environ- <br />mental Impact Report (DEIR). <br /> <br /> (a) Project by Private Part~. If'the project is to <br /> be carried out by a non-governmental person, the <br /> Environmental Impact Evaluator may require such <br /> person to submit data and information necessary <br /> to enable the local agenqy .to prepare the EIR. <br /> This information may be transmitted in the form <br /> of a draft EIR, but the Environmental Impact <br /> Evaluator must examine this draft and the informa- <br /> tion contained within it ~o assure himself of its <br /> accuracy and objectivity and amend the draft if <br /> necessary. For this purpose the Environmental <br /> Impact Evaluator may submit the draft EIR to the <br /> Environmental Review Action Committee. The DEIR <br /> which is sent out for public review must reflect the <br /> independent judgment of the Environmental Impact <br /> Evaluator. The EIR in its final form must re- <br /> flect the independent judgment of the local agency. <br /> <br /> <br />
