In particular <br /> the major issues raised when the Local Agency's <br /> position is at .variance with recommendations and <br /> objections raised in the comments .must be addressed <br /> in detail giving reasons why spe6ific comments <br /> and suggestions were not accepted, and factors <br /> of overriding importance warranting an override <br /> of the suggestions. <br /> <br />De~ree of S~ecificit~.
