The Environmental Impact <br /> Evaluator shall develop procedures for reviewing EIRs <br /> which Lead Agencies submit:to him for comments from <br /> himself and the local agency. <br /> <br /> Review of Adverse Effects. The EnVironmental Impact <br /> Evaluator and the local agency shall focus on the suffi- <br /> ciency of the EIR in discussing possible impacts upon <br /> the environment, ways in which adverse effects might <br /> be minimized, and alternatives to the project, in <br /> light of the intent of CEQA to provide decision-makers <br /> with useful information about such factors. <br /> <br /> Failure to Comment. If a governmental agency or per- <br /> son who is consulted with regard to an EIR fails to <br /> <br />· comment Within the time specified by the Environmental <br /> Impact Evaluator after consulted, it shall ~be assumed, <br /> absent a request for a specific extension of time, that <br /> <br />-59- <br /> <br /> <br />
