Eliminates the requirement for a 20 percent gap between admission <br />limits in public housing and the income necessary to afford private <br />housing in substantial supply in tl~e community. <br /> <br />Eliminates the statutory provision requiring continued occupancy <br />limits. <br /> <br />Specifically cites "security personnel" as an eligible operating cost. <br /> <br />Requires that public housing agencies establish tenant selection <br />criteria designed to assure that, in a reasonable time period, the <br />project will include families with a broad range of incomes and will <br />avoid concentrations of Iow-income and deprived families with serious <br />social problems (Section 6(c)(4)). At least 20 percent of dwelling units <br />in any new development shall be for very low-income families, i. e., <br />with incomes below 50 percent of median income in the area. <br /> <br />Requires the establishment of a minimum rent not less, than the <br />higher of (a) 5 percent of gross family income or (b), ff a family is <br />receiving welfare assistance from a public agency and a part of the <br />payment is specifically designated by such agency to meet the <br />family's housing costs, the portion of such payment which is so <br />designated - adjusted to actual payment, if welfare assistance pay- <br />ment as a whole has been adjusted, (This amendment eliminates <br />the Brooke III Welfar~ amendment of 1971). The average rent-income <br />· ratio char~ed tenants in a local housing program in any year must be <br />at least 20 percent of gross income. <br /> <br />Adjusts the definition of income to eliminate double deductions, <br />clarifies deductions for dependents, eleminates deductions for <br />heads of households or their spouses, and adds a deduction for <br />foster child care payments. <br /> <br />Adjusts the definition of elderly or handicapped family to include two <br />or more elderly, disabled, or handicapped individuals living together <br />or one or more such individuals living with another person who is <br />determined to be a person essential to their care or well-being. <br /> <br />Provides for a separation of annual contributions contracts for "debt <br />service" and for "operations" - that is, operating subsidies. <br /> <br /> IncreaSes annual contributions contract authority by 1. 225 billion <br /> dollars and earmarks 150 billion dollars and earmarks <br /> 150 million dollars per year for new development of <br />· housing to be owned by public housing agencies, not <br /> more titan 50 percent of which development shall be <br /> <br />00010 <br /> <br /> <br />
