CHAPTER VII. AREAS OF HOUSING <br /> PROBLEMS <br /> <br /> In determining the geographical confines of the areas of housing <br />concern to the City of Santa Ana, three definitions or classifications of <br />housing were used. The three classifications were: [1) Sound, (2) Poten- <br />tial Problem Areas, and (5) Target Areas. Neighborhoods classified as <br />Sound were defined as being predc~ainantly free of negative housing char- <br />acteristics and unencumbered with undesirable social-economic conditions. <br />Potential Problem Areas of housing were locations which showed either: <br />(a) moderate severity of both housing and social-economic problems, or <br />(b) severely depressed social-economic conditions with only minor or first <br />stage negative housing characteristics. The third classification of <br />Target Area constituted those locations having major problems with poor <br />housing conditions and moderate to severe social-economic conditions. <br />Since areas of sound housing constitute the majority of the City's resi- <br />dential areas, for purposes of more precise definition of the areas of <br />housing concern they are neither discussed nor graphically depicted. <br /> <br /> Specific items of data to establish those areas requiring in-depth <br />attention through a parcel-by-parcel analysis of housing stock condition <br />include: <br /> <br /> 1. The 1970 Census of Housing (D~tailed Housing Characteristics) <br />and the 1970 Census of Population (General Social and Economic Character- <br />istics), both issued in April of 1972 by the United States Department o£ <br />Commerce, Bureau of the Census. <br /> <br /> 2. The 1970 Census: Characteristics of Housing Units and Popu- <br />lation, bM Blocks, also issued by the Bureau of the Census. <br /> <br /> 3. The Rehabilitation Areas i~iicated by the City of Santa Arm's <br />'q~orkable Program for Conmmity Improvement" of 1971. <br /> <br /> 4. General Plan Program Technical Workbooks prepared by Ruth and <br />Krushldaov for the City of Santa Ana in 1965. <br /> <br /> S.
