Analysis of SurveyResults <br /> <br /> Gener,al ~indings: The "factor analysis" of housing characteristics <br /> and socio-econ~mlc conditions (Chapters VI and VII of Technical Background <br /> Report) establishing the zelative degree of problems by census tract and the <br /> results of the parcel-by-parcel survey showed a high degree of correlation. <br /> Three major subregions of the City distinctly predominate the concentration <br />'of major housing and socio-economic problems. <br /> <br /> 1. The area west of the Santa Aaa River between Seventeenth Street <br />on the north and First (Bolsa) Street on the south to the western City <br />limits has four separate target areas consisting of the Progresso, Silver <br />Acres and Santa Anita (two locations) neighborhoods. <br /> <br /> 2. The Central Corridor Area of the City running east-west from <br />approximately Grand Avenue to Fairview Street and a combination of Civic <br />Center Drive, Seventeenth Street, and the Santa Aha Freeway on the north <br />and Chestnut Avenue on the south contains six distinct target area locations. <br /> <br /> 3. The singular Delhi Area in the southeast portion of the City <br />bounded by Warner Avenue on the north, the Southern Pacific Railroad on the <br />east, the l)yer-Halladay industrial area on the south, and Main Street on <br />the west constitutes a target area. <br /> <br /> Upon looking at the target areas in comparison to previous studies <br />by the City of Santa Ana concerning locations of housing problems and the <br />Potential Problem Areas identified by this study, certain directional or <br />associative conclusions may be drawn. There appears to be a growing and <br />accelerating trend in deteriorating housing and socio-economic conditions <br />covering expansive areas from Seventeenth Street on the north to Warner <br />Avenue/Delhi Area on the south stretching between the east and west City <br />limits. The areas of potential housing probl~ns identified appear to <br />originate from Target Area boundaries, except in the areas at Greenville <br />south of ~dinger and at Main Street and the Santiago Creek. Potential <br />Problem Areas in the Central Corridor and Santa Ana River West areas cluster <br />around First Street on both the north and south between Seventeenth Street <br />and F~linger Avenue. From the Delhi Area, the location of potential housing <br />problems run from Warner Avenue north between Main Street and Standard <br />Avenue until reaching the Central Corridor Area, or vice versa, creating <br />a connection between two target areas almost a mile and one-half apart. <br /> <br /> A total of 4,018 of the units surveyed were allocated to some eleven <br />Target Areas. Of the total units, 2,595 (64.6%) were built <br />before 1945 and 645 (16.1%) had a life expectancy of ten years <br />of less. <br /> <br />000119 <br /> <br /> <br />
