valuation of owner units and average contract rent of the census <br />tracts were $18,500 and $96.00 respectively compared with the <br />target area averages of $15,850 and $84.50. The 1970 population <br />of 2257 would be estimated as of 1974 to be 1904 people. <br /> <br /> F. The last target area in the central corridor is numer- <br />ically the largest with 869 units surveyed and is commonly refer- <br />red to as the Southwest Area. It consists of 47 blocks in Cen- <br />sus Tracts 748.01, 748.02~ 752.01, and 752.02. It is bounded on <br />the east by Bristol Street; Civic Center Drive (Eighth street) <br />on the north; English, Townsend, and Daisy on the west; and <br />Myrtle and First Streets on the south. Over eighty percent <br />(698 units) were 30 years old or older. The life expectancy <br />was ten years or less for 109 units (12.5%). Approximately four- <br />teen Percent of the units were rated as poor in both the cate- <br />gories of quality of maintenance and premise rating. This target <br />area was very similar overall to the one immediately east of <br />Bristol Street with a fair housing stock condition rating based <br />on a mid-range longevity and fair overall parcel rating. <br /> <br /> The Multiple Unit Survey did not receive extensive res- <br />pon~:~ from this area or the involved census tracts. No responses <br />were made to the questionnaire from Census Tract 752.02. There <br />were responses on 123 units indicating an average rent of $113.00, <br />seventy-four percent of the units were 20 years old or older, and <br />about sixty percent of the occupants remained three years or <br />longer. <br /> <br /> The 1970 Block statistics indicated a total of 1022 units <br />showing a decrease in the intervening four years of 153 units. <br />In 1970 forty-five percent (462 units) were owner occupied with <br />fifty percent (513 units) renter occupied. Only twelve units <br />were indicated as lacking some or all plumbing facilities. The <br />1970 population of 3557 would be estimated to be 2950 people in <br />1974. The average owner unit value and average contract rent of <br />the affected census tracts were $20,100 and $114.00 respectively <br />compared to $17,350 and $90.00 for the target area. Overcrowded <br />units with 1.01 persons or more per room numbered 254 (25%). <br />There were 175 one person households and 152 units with female <br />heads of household. <br /> <br />III. SOUTHEAST <br /> <br /> The target area in this portion of the City of Santa Aha <br />is more isolated from the majority of the substandard housing <br />stock conditions in the central corridor and the area west of <br />the Santa Aha River. It consists of a single housing target <br />area commonly know~: ~s the Delhi Area or Neighbor- <br />hood. The prime ar~,~, of residential concern is <br />bounded by Warner Avenue on the north, Main Street <br />and Cypress Avenue on the west, the Southern Pac- <br />ific Railroad right of way and Emmett Street resi- <br />dential area on the south, and the extended align- <br />ment of Standard Avenue on the east.
