The second level involved the CD Team working with Community Center <br />Directors, Conmmmity Action Agencies and other interested groups. The team <br />held public meetings (See Appendix 3A.), both in City Council Chambers and <br />in the various Ccemunity Centers. Each of these meetings was preceded by <br />a special notification by the PIO designed to maximize public attendance. <br />Flyers were distributed prior to a meeting announcing the time, place and <br />subject matter of the meeting. These flyers were distributed in Spanish <br />and English {See Appendix 3B.). The centers were also utilized in making <br />telephone calls informing local people of an impending meeting in their <br />neighborhood, The meetings were held in the Commmity Centers because of <br />their central location within each target area a~ the familiarity of the <br />co~r~nity with them. The meetings were attended by several members of the <br />Human Relations Cc~mission. <br /> <br /> At each meeting a presentation was made by the CD Coordinator ex- <br />plaining the Act and possible effects on Santa Aaa. Questions and opinions <br />were welcemed and solicited. Priority lists were distributed and asked to <br />be ranked and returned. All of the meetings held were presented bilingually. <br />All the priority lists were distributed in both English and Spanish. A <br />sign-in sheet was distributed at all meetings so that people could be noti- <br />fied of all future meetings. Surveys were taken in selected sections of the <br />City soliciting people's ideas and opinions on what they would like to see <br />done in their area. <br /> <br /> The third and final level is the public input and comment during the <br />official review process. The Plan was reviewed by the Planning Conmission, <br />Redevelopment Agency and the Human Relations Co~mission at separate public <br />meetings. These meetings were preceded by a special announcement by the <br />PI0. Public participation at the meetings was welcomed and encouraged. The <br />final public participation opportunity was at the City Council plan meeting <br />where the CD Plan was finally approved and adopted. <br /> <br />000151' <br /> <br /> <br />
