be scattered throughout the City rather than in concentrated project areas. <br />Surveyees felt that the elderly handicapped, large families and N~xican- <br />Americans have the most difficulty finding housing. <br /> <br />The priorities of the surveyees strongly indicate they are more interested <br />in basic needs than they are in recreation, City beautification and other <br />non-essentials. Basic hlmmn needs: food, shelter, sanitary conditions and <br />'other basic essential needs must be met before aesthetic needs can be taken <br />care of. If they are not met, everything else is of low priority as is seen <br />in the questionnaire's priority rankings. <br /> <br />Planning Department Housin~ questionnaire <br /> <br /> A housing questionnaire suitable for comparison to the survey <br />questionnaire utilized by the Santa Arm task force in charge of preparation <br />of proposed projects and budget estimates under the 1974 Housing and Com- <br />munity Development (H/CD) Act was submitted to homeowners' associations <br />and citizens groups. The sample was limited, however structured to elicit <br />a response from middle and high income groups. Elected officers and board <br />members were asked to respond on behalf of their respective organizations <br />in a manner more reflective of the group rather than the individual respondent. <br /> <br /> A total of nineteen responses were obtained from such groups as the <br />Bradford Place Homeowners' Association, Mabury Homeowners' Association, <br />South Coast Shores, Citizens for Fair Zoning, Sandpointe Homeowners' <br />Association, Segerstrom-Republic Homeowners' Association and the Santa Aha <br />Property Owners' Protective League. There was no method by which to weigh <br />the responses, so the primary comparison basis had to be on a one-to-one <br />basis of the various subject categories in each of the questionnaires. <br /> <br /> The following represents a comparison between the Housing and <br />Ommmmity Development questionnaires and those solicited by the Planning <br />Department. <br /> <br />O0015b <br /> <br /> <br />
