Develop and implement plans and programs to eliminate <br />such discrimination in housing as is determined to <br />exist in Santa Aha and support such plans and programs <br />in the Orange County Housing Market Area that will <br />allow the residential mobility of residents of Santa Ana. <br /> <br />o Maintain or increase the current level of activities of the <br /> Santa Ana Housing Authority. <br /> <br />Obstacles. to Implementation <br /> <br /> The following discussion relates to obstacles and conflicts that <br />may be encountered throughout the implementation of the Housing Element. <br /> <br />GOVEPANENT PARTICIPATION V. INDEPBNI)t~qT PRIVATB RNTBRPRISB: The conflict <br />between government participation in the housing market and an independent <br />private enterprise system present one of the major issues for Santa Aha. <br />With the growing concern for the plight of the homo building industry and <br />the national economy, the discussion over housing is nevertheless replete <br />with expressions of fear concerning government participation in increasing <br />housing supply, increasing housing opportunities for all economic segments, <br />and improving the stock of housing. <br /> <br /> This conflict of goals still presents an issue in most new program <br />proposals being considered. With respect to any proposal, the position <br />taken by an individual within the range of these goals is directly related <br />to his political and economic philosophy. Production incentives are often <br />tempered with protection to "private enterprise,,' meaning those similar <br />operations handled without the benefits of the new program. The degree <br />of federal, state and local participation is weighed against the urgency <br />of the need and the extent of pressure for the proposal from constituents <br />or private or public special interest groups. <br /> <br />PROGRAM GOALS V. BUDGET GOALS: Normally, the breadth or authorized <br />volume of any program using appropriated funds must be modified by goals <br />of the City's budget. This is true of any program involving grants, <br />loans or other forms of expenditure. <br /> <br /> In addition to dollar controls, budget goals may determine the very <br />nature of the program.
