There also was a change in the~distribution of the <br />middle-valued units from 1960 to 1970. The communities of <br />Huntington Beach, Fountain Valley and Cypress gained greatly <br />in terms of their proportion of these units Countywide from <br />1960-1970. This is related to the fact they were the three <br />most explosive cities in the County in terms of numeric and! <br />or percentage growth. In contrast to their~percentage loss <br />of high-valued units, the cities of Anaheim, Buena Park, <br />Fullerton, Garden Grove and Santa Aha retained their percent- <br />age share of these middle-valued units. This may be due to: <br />(1) what new home construction that took place was probably <br />on the lower end of the price spectrum, and (2) the average <br />value of dwellings in these cities did not increase quite as <br />quickly as that of other neighboring areas undergoing more <br />'rapid growth. <br /> <br /> Available data from the 1960 and 1970 Census and current <br />market data appear to show a strong price and.qualitY disparity <br />in the County's housing distribution. This discrepancy inten- <br />sified by 1970, suggesting that where a great amount of low- <br />income housing is found, there will not be counterbalancing <br />amounts of high-valued unite. <br /> <br /> While this has been discussed above, the following <br />Housing Valuation Tables clarify this shift in the housing dis- <br />tribution. It can be seen, for example, that Newport Beach <br />and Laguna Beach typify cities with a high proportion of the <br />County's high-valued homes and a small proportion of low- <br />valued units, while Santa Ana and Garden Grove are diametrically <br />opposite examples; i.e., small percent of high-valued and <br />high percent of low-valued. <br /> <br /> The five cities previously mentioned as owning the <br />largest proportion of low-valued owner-occupied units by <br />both 1960 and 1970 standards also showed a great number of <br />dwellings termed as overcrowded by the Census Bureau. However, <br />due to a lack of cross tabulations'between low-valued units <br />.and overcrowding, it is presently not possible to test for <br /> any relationship between these two housing variables. Nearly <br /> 19,000 dwelling units were termed as overcrowded in 1960 due <br /> to having more than one person per room, as per census clas- <br /> sification. This was about 10 percent of the County's <br /> entire housing supply. Over half of these dwellings were <br /> located in the cities of Anaheim, Buena Park, Fullerton, <br /> Garden Grove and Santa Aha. TwO other cities, Huntington <br /> Beach and Westminster, held relatively minor numbers of these <br /> units in 1960. However, by 1970, they increased their hold- <br /> ings substantially, due possibly to the rapid aging' of much <br /> of their housing stocks in parts of their older <br /> neighborhoods. <br /> <br />000065 <br /> <br /> <br />
