shall be included in a general plan and that: <br /> <br /> "This element of the plan shall make adequate provision for <br /> the housing needs of all economic segments of the c~,u,~nity." <br /> <br /> Thus, the State Law indicates that local conmunities, through their housing <br /> elements, ~ course of action dealing with three primary areas of <br /> concern. These are as follows: <br /> <br /> o standards and plans for the provision of adequate housing sites, <br /> <br /> o adequate provision for the housing needs of all econemic segments, <br /> o standards and plans for the improvement of housing. <br /> <br /> In 1971, th.e State Commission of Housing .and C~,,.unity Development <br />adopted a set of guidelines for the preparation of local housing elements. <br />According to these guidelines, a housing element must include statements or <br />descriptions on the following subject areas: <br /> <br /> o housing problems and obstacles, <br /> <br /> o housing goals, <br /> <br /> o a housing plan and program, <br /> <br /> o a housing element review and update process, <br /> <br /> o relationship of the hausing element to other general <br /> plan elements. <br /> <br />This element contains a discussion of outstanding problems and obstacles <br />in the three areas of concern identified in the State Law. However, in <br />addition to problems and obstacles, one other important factor is discussed - <br />prevailing constraints. <br /> <br /> In the context of this doc~ent, the tern housing problem~_ refers to <br />the effects of unrealized housing needs. These effects can~ve ~n impact <br />on the users of housing and the co,m~mity at large.
