REL;nr <br />5-28-75 <br /> <br />RESOLUTION NO. 75- 73 <br /> <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA CLOSING <br />ROUSSELLE STREET AT WARNER AVENUE <br /> <br /> WHEREAS, Section 21101 of the Vehicle Code of the State <br />of California authorizes the legislative body having jurisdic- <br />tion over a city street to close such street to vehicular <br />traffic when in the opinion of the legislative body such street <br />is no longer needed for vehicular traffic; and <br /> <br /> WHEREAS, Rousselle Street is a street within the jurisdic- <br />tion of the City Council of the City of Santa Ana; and <br /> <br /> WHEREAS, on February 18, 1975 the City Council of the City <br />of Santa Ana held a public hearing on the question of whether <br />Rousselle Street should be closed at the intersection thereof <br />with Warner Avenue on the north side of Warner Avenue by con- <br />struction of a permanent cul-de-sac on Rousselle Street at such <br />location; and <br /> <br /> WHEREAS, at such hearing the Council heard and considered <br />the reports and recommendations of the administrative staff of <br />the City of Santa Ana and the evidence of all persons speaking <br />for or against the proposed closure of Rousselle Street; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the <br />City of Santa Ana does hereby authorize and approve the construc- <br />tion of a permanent cul-de-sac on Rousselle Street at its inter- <br />section with Warner Avenue, on the north side thereof, such <br />closure to be permanent unless ordered by resolution of this <br />body to be opened. <br /> <br /> BE IT FURTHER RESOLVED that the Director of Public Works <br />shall erect or cause to be erected appropriate signs giving <br />notice of such street closure. <br /> <br /> BE IT FURTHER RESOLVED that by this Resolution the City of <br />Santa Ana does not surrender its title or any portion thereof in <br />or to said street. <br /> <br /> BE IT FURTHER RESOLVED that the Council does hereby adopt <br />the following as its findings of fact upon which is based its <br />determination to close Rousselle Street as described hereinabove: <br /> <br /> 1. That Rousselle Street lies immediately adjacent to <br />the Pacific Electric Bike Trail; <br /> <br /> 2. That through traffic on Rousselle Street between Ana- <br />hurst Place and Warner Avenue endangers the safety of cyclists <br />when traversing the bike trail; <br /> <br /> 3. That the construction of a cul-de-sac on the south <br />end of that portion of Rousselle Street located between Ana- <br />hurst Place and Warner Avenue will eliminate all but purely <br />local traffic and increase the safety of cyclists using the <br />Pacific Electric Bike Trail; <br /> <br /> 4. That the street closure will facilitate the construc- <br />tion of a pedestrian-type traffic signal for the cyclists' cross- <br />ing of Warner Avenue. <br /> <br /> <br />
