RESOLUTION 75-84 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AUTHORIZING AND IMPLE- <br />MENTING A DISPOSITION AND DIVERSION OFFICERS <br />AND COMMUNITY LIAISON AND SCHOOL RESOURCE <br />OFFICER AGREEMENT WITH THE STATE OF <br />CALIFORNIA DEPARTMENT OF YOUTH AUTHORITY <br /> <br /> WHEREAS, the City of Santa Ana desires to undertake <br />certain projects designated as the Disposition-Diversion Officers <br />and Community Liaison & School Resource Officer Program to be <br />funded in whole from funds made available through Assembly Bill <br />180, pursuant to Section 1825(j) of Article 7 of the California <br />Welfare and Institutions Code (Chapter 411, Statutes of 1974) <br />and administered by the State of California Department of Youth <br />Authority, hereinafter referred to as Youth Authority; and <br /> <br /> WHEREAS, the Santa Ana Police Chief, Raymond C. <br />Davis, has submitted an application to the Youth Authority <br />to create a Juvenile Disposition and Diversion Officer Program <br />that will assist in the development of a Youth Services section <br />of the Police Department; and <br /> <br /> WHEREAS, the Disposition and Diversion Officers <br />Program will allow for the development of outside resources <br />beyond this City's present capability for referrals and assis- <br />tance (i.e. including prevention, diversion, custody and non- <br />custody type applications) and will further the coordination <br />of activities with other agencies such as the Probation Depart- <br />ment, Department of Social Services, and Department of Mental <br />Health; and <br /> <br /> WHEREAS, the Police Chief has submitted an additional <br />application to the Youth Authority for a Community Liaison <br />and School Resource Officer Program that will assign an officer <br />to intermediate schools in order to develop favorable relation- <br />ship and understanding between the youth and law enforcement <br />as well as reducing crime and delinquency; and <br /> <br /> WHEREAS, the Youth Authority has approved the Santa <br />Ana Police Department's application for Disposition-Diversion <br />Officers and Community Liaison and School Resources Officer <br />Program and will fund the programs in whole for the total of <br />Seventy Five Thousand One Hundred Fourteen Dollars and Fifty <br />Cents ($75,114.50). <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Chief of <br />Police of the City of Santa Ana was authorized, on its behalf, <br />to submit the Disposition-Diversion Officers and Community <br />Liaison and School Resource Officer Programs to the Youth Auth- <br />ority and is further authorized to execute on behalf of the <br />City of Santa Ana the grant award contract for law enforcement <br />purposes including any extensions or amendments thereof. <br /> <br /> <br />
