3/88 EXHIBIT A NOT ATTACHED TO RESOLUTION AT TIME OF HRS:nr <br /> PREPARATION FOR MICROFILMING <br /> <br />RESOLUTION NO. 75-94 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AUTHORIZING AND IMPLE- <br />MENTING AN AGREEMENT WITH THE CALIFORNIA <br />COUNCIL ON CRIMINAL JUSTICE FOR A PARA- <br />PROFESSIONAL EMERGENCY RESPONSE TEAM <br /> <br /> WHEREAS, the City of Santa Ana desires to under- <br />take a certain project designated as the Para-Professional <br />Emergency Response Team to be funded in part from funds made <br />available through the Omnibus Crime Control and Safe Streets <br />Act of 1968, PL 90-355, as amended, PL 91-644, (hereinafter <br />referred to as the Safe Streets Act) administered by the <br />California Council on Criminal Justice (hereafter referred <br />to as CCCJ); and <br /> <br /> WHEREAS, the City of Santa Ana will be delegated <br />the federal grant funds to establish a program that will <br />provide a more effective service to the community and will <br />free police officers in order that they may devote more of <br />their time to criminal justice matters; and <br /> <br /> WHEREAS, the Chief of Police of the City of Santa <br />Ana has determined that some of the project goals of the <br />Para-Professional Emergency Response Team will assist in <br />reducing the potentiality of harm to police officers respon- <br />ding to basically civil disturbances and will deter violence <br />in landlord/tenant and customer/proprietor disputes as well <br />as providing an immediate source of information and alter- <br />natives to persons involved in potentially violent domestic <br />arguments; and <br /> <br /> WHEREAS, the Santa Aha City Council in its reso- <br />lution No. 74-146 authorized and directed the Chief of Police <br />of the City of Santa Ana to transmit an application to the <br />CCCJ for the approval of the funding of a Para-Professional <br />Emergency Response Team. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Chief of <br />Police of the City of Santa Ana was authorized, in its be- <br />half, to submit the attached application for grant for law <br />enforcement purposes to CCCJ and is authorized to execute <br />on behalf of the City of Santa Ana the attached grant award <br />contract for law enforcement purposes including any exten- <br />sions or amendments thereof. <br /> <br /> BE IF FURTHER RESOLVED that the applicant agrees <br />to provide all matching funds required for said project (in- <br />cluding any extension or amendment thereof) under the Safe <br />Streets Act and the Rules and Regulations of CCCJ and the <br />Law Enforcement Assistance Administration and that cash will <br />be appropriated as required thereby. <br /> <br /> BE IT FURTHER RESOLVED that grant funds received <br />hereunder shall not be used to supplant on-going law enforce- <br />ment expenditures. <br /> <br /> <br />
