TABLED 9/2/?5 <br /> <br />RESOLUTION NO. 75-10t <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA SUPPORTING THE CONTINU- <br />ATION OF THE ORANGE COUNTY HEALTH PLANNING <br />COUNCIL AND ITS DESIGNATION AS THE "HEALTH <br />SYSTEMS AGENC¥'FOR THE ORANGE COUNTY AREA <br /> <br /> WHEREAS, when comprehensive health planning was first <br />in California, ~Orange County was part of the eight-county S¢ <br />California Comprehensive Health Planning Agency; and <br /> <br /> WHEREAS, the Southern California Comprehensive Heal <br />Agency was dissolved in 1971 with its constituent <br />with Orange County having been declared as a separate <br />area for health planning purposes; and <br /> <br />Planning <br />regrouped <br /> <br /> WHEREAS, on January 14, 1972, the Orange <br />Council was designated as the comprehensive <br />for the Orange County area by the State Heal~ <br />authorized according to provisions of Pub] <br />hensive Health Planning and Public <br /> (also known as the "Partnership for Heal <br /> <br /> Health Planning <br /> planning agency <br /> lanning Council as <br /> ~9-749, the "Compre- <br /> Amendments of 1966" <br />); and <br /> <br /> WHEREAS, since that time the Orange )unty Health Planning Council <br />has succeeded in building a viable producing Orange County's <br />first Health Facilities and Service and has in addition, conducted <br />reviews of more than Fifty .,000,000) Dollars' worth of <br />facility construction and projec ; and <br /> <br /> WHEREAS, said Orange <br />its responsibility of <br />grants and hospital construc~ <br />Orange County citizen voluntee] <br />local governments, profession, <br />groups; and <br /> <br /> alth Planning Council has exercised <br /> approval or denial of health funding <br /> with the assistance of hundreds of <br /> representing voluntary health agencies, <br />societies, and various citizen action <br /> <br /> WHEREAS, on <br />legislation known aa <br />Development Act of 1! <br />aforesaid <br /> <br /> 1975, President Ford signed into law new <br />Health Planning and Resources <br />(Public Law 93-641) which supersedes the <br /> Health Act"; and <br /> <br /> WHEREAS, the "N [onal Health Planning and Resources Development <br />Act of 1974" 93-641) provides that the Secretary of the <br />Department of , Education and Welfare must designate either a <br />private non-pro~ or a public entity as the Health Systems <br />Agency resp for health planning and development; and <br /> <br /> WHEREAS <br />comprE <br /> <br />under Sec' <br />89-749); <br /> <br /> Orange County Health Planning Council has served as a <br /> planning agency for the purpose of developing and <br /> g local comprehensive health plans as authorized <br />314(b) of the "Partnership for Health Act" (Public Law <br /> <br />health pl~ <br />and smoo~ <br />program <br /> <br />, it is desirable that the transition from a "comprehensive <br /> agency" to a "health systems agency" be made as quickly <br /> as possible, so that the function of health planning and <br /> can continue without interruption; and <br /> <br />that <br />of <br />for <br /> <br />the Orange County Health Planning Council has requested <br />City Council of the City of Santa Ana support the continuation <br />body and designate it as the appropriate "health systems agency" <br />Orange County area; and <br /> <br /> WHEREAS, the City Council has considered this request and found <br />it to be in the best interests of the City of Santa Ana. <br /> <br /> <br />
