KLG: pld <br />10-29-75 <br /> <br />RESOLUTION NO. 75-156 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ENDORSING AND URGING THE CONTINU- <br />ATION OF THE PRESENT FEDERAL GENERAL REVENUE <br />SHARING PROGRAM <br /> <br /> WHEREAS, the General Revenue Sharing Program enacted <br />by Congress is due to expire in the near future; and <br /> <br /> WHEREAS, the "New Federalism" symbolized by said <br />Federal General Revenue Sharing Program has served well <br />to decentralize governmental decision making and to give <br />local governments and their citizens more voice in the <br />expenditure of Federal tax dollars; and <br /> <br /> WHEREAS, said Federal General Revenue Sharing Pro- <br />gram has served the citizens of this Nation well by <br />allowing local governments to maintain adequate levels of <br />service to the public in a time of rising costs when such <br />services would otherwise surely have been diminished; and <br /> <br /> WHEREAS, said Federal General Revenue Sharing Pro- <br />gram has allowed the cities of the Nation to provide new <br />programs and facilities for their residents, which they <br />would not otherwise have been able to accomplish; and <br /> <br /> WHEREAS, the costs of municipal services and the <br />demands therefor are increasing at staggering rates, and <br />without the continuation of the present Federal General <br />Revenue Sharing Program local governments will necessarily <br />have to increase taxes drastically or reduce and eliminate <br />basic municipal services to the public. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council <br />endorses and urges Congress and the President to continue <br />the Federal General Revenue Sharing Program without dimi- <br />nution. The City Clerk is directed to forward a copy of <br />this Resolution to Senators Cranston and Tunney and to <br />Congressmen Jerry Patterson, and Andrew Hinshaw, together with <br />this Council's urgent request that they work toward the con- <br />tinuation and extension of said Program. <br /> <br /> PASSED AND ADOPTED by the City Council of the City <br />of Santa Ana at its regular meeting held on the <br /> 3rd day of November , 1975. <br /> <br />ATTEST: <br /> <br />FLORENCE I.
