KLG:nr <br /> <br />RESOLUTION NO. 75-172 <br /> <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA STATING <br />ITS PREFERENCE FOR A FLOOD CONTROL <br />PLAN FOR THE SANTA ANA RIVER <br /> <br /> WHEREAS, by Resolution No. F74-69, dated August <br />13, 1974, the Orange County Board of Supervisors expressed <br />preference for a flood control plan developed for the Santa <br />Ana River by the U. S. Army Corps of Engineers and identified <br />as "Plan F"; and <br /> <br /> WHEREAS, the Corps of Engineers has completed a <br />draft review report dated August 1975 entitled "Review Report <br />on the Santa Ana River Main Stem and Santiago Creek"; and <br /> <br /> WHEREAS, "Plan F" has been changed somewhat and re- <br />designated as "Alternative 6"; and <br /> <br /> WHEREAS, the Corps of Engineers recommends in said <br />report the approval of a flood protection plan known as <br />"Alternative 6" which includes: construction of a new dam and <br />reservoir at Mentone in San Bernardino County; modification <br />of Prado Dam including rebuilding the emergency spillway and <br />outlet works, raising the dam 30 feet and providing a controlled <br />discharge of 30,000 cubic feet per second contemporaneous with <br />peak discharges from downstream tributaries; improvement of the <br />Santa Ana River Channel through urban Orange County for standard <br />project flood protection; and improvement of the lower portions <br />of Santiago Creek for standard project flood protection. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that among the alter- <br />natives included by the Corps of Engineers in the August 1975 <br />review report, Alternative 6 is the preference of this City <br />Council by reason of its: <br /> <br />Providing a level of protection com~aensurate <br />with the present and projected level of Orange <br />County's economic development. <br /> <br />o <br /> <br />Limiting the discharge from Prado Dam to <br />30,000 cubic feet per second contemporaneous <br />with peak discharges from the downstream <br />watershed tributary to the Santa Ana River <br />during the occurrence of a standard project <br />flood, said discharge minimizing the reloca- <br />tion of homes in Orange, Riverside and San <br />Bernardino counties. <br /> <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED, that this <br />support is based upon the premise that specific design approaches <br />of particular segments of the project will be studied and <br />developed on a cooperative basis with all affected agencies. <br /> <br /> BE IT FURTHER RESOLVED, that this resolution be for- <br />warded to the District Engineer, Los Angeles District, U. S. <br />Army Corps of Engineers, to all legislators representing Orange <br />County at the state and federal levels and to the Boards of <br />Supervisors of Orange, Riverside and San Bernardino Counties. <br /> <br /> <br />
