RESOLUTION NO. 76-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO REALLOCATE THE CLASS OF PUBLIC INFORMATION OFFICER TO A MORE EQUI- TABLE SALARY RANGE WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compen- sation Plan for employees of the City of Santa Ana; and WHEREAS, the City Council has from time to time amended this Res- olution in order to maintain the relevancy and equity of the Classifi- cation and Pay Plan; and WHEREAS, a recently completed job content analysis and evaluation of the Public Information Officer class clearly indicates that the existing salary range allocation is no longer appropriate for the di- versity and level of work actually being performed; and WHEREAS~ as originally conceived, this single-position class had (a) no supervisory responsibilities; (b) minimum budgetary responsi- bilities, (c) little or no responsibilities beyond press relations/ public relations; and WHEREAS, when the position of Public Information Officer was es- tablished in 1973, the salary level was appropriate for the degree of difficulty and complexity of the assigned duties and responsibil- ities and of the supervision recieved and exercised; and WHEREAS, the position has expanded substantially and significantly to include responsibility for the full range of public relations and public affairs functions and activities for the entire organization and the performance of special administrative assignments for the City Manager; and WHEREAS, this expansion of the functions and activities of the position necessitated corresponding increases in budgetary and gen- eral managerial responsibilities and the addition of responsibility for the supervision of several full-time staff assistants. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281 is hereby amended in accordance with merit system princi- ples and sound personnel practices by reallocating the classification of Public Information Officer from Salary Range No. 366, $1245-$1513 to Salary Range No. 408, $1528-$1857. BE IT FURTHER RESOLVED: That this amendment shall take effect on March 1, 1976. PASSED AND ADOPTED by the City Council of the at its regular meeting held on the 1st 1976.
