Application on file in CA 140120 HRS:po <br /> 3-18-76 <br /> <br />RESOLUTION 76-36 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA APPROVING THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT RE-ALLOCATION AND <br />PROGRAM AMENDMENTS FOR FISCAL YEAR 1975- <br />1976 <br /> <br /> WHEREAS, the City of Santa Ana received approval of <br />its first year Community Development Program from the United <br />States Department of Housing and Urban Development (hereinafter <br />referred to as HUD) an amount of Six Hundred Eighty Nine Thousand <br />Dollars ($689,000) under Title I of the Housing and Community <br />Development Act of 1974, for the program year beginning June 12, <br />1975 and ending June ll, 1976; and <br /> <br /> WHEREAS, contingency funds received from HUD plus <br />other savings that have accrued, due to certain underestimates <br />and an efficient budget management has resulted in the amount of <br />Sixty Nine Thousand Dollars ($69,000) that is available for re- <br />allocation and program amendments; and <br /> <br /> WHEREAS, the Sixty Nine Thousand Dollars ($69,000) <br />resulted from economic monitoring and under expenditures in the <br />following areas, to wit: mutual water systems $25,000, administra- <br />tion set aside for the Community Development Program $25,000, and <br />contingency funds under expenditure of $19,000; and <br /> <br /> WHEREAS, the City of Santa Ana now wishes to amend <br />the first year Housing and Community Development Program by <br />adding monies to additional activities, and leverage first year <br />HUD approved programs with leftover contingency money; and <br /> <br /> WHEREAS, HUD's regulations, 24 CFR Section 570.305(a), <br />require that the City must submit an amended application to the <br />HUD Area Office if the applicant's community development program <br />is being revised so that more than ten percent (10%) of the <br />community development budget, excluding unspecified local option <br />activities, is to be used for new or different activities not <br />included in the program community development program; and <br /> <br /> WHEREAS, the City of Santa Ana's Program Amendments <br />do not exceed ten percent (10%) of the community development <br />budget, and therefore the City of Santa Ana include these program <br />amendments in its annual performance report which is to be filed <br />with HUD along with the second annual application, and <br /> <br /> WHEREAS, 24 CFR 570.303(e) requires the City of Santa <br />Ana to submit in its annual report documentation that citizens <br />were provided an adequate opportunity to participate in the <br />development of the application and in the development of any <br />revisions, changes, or amendments; and <br /> <br /> WHEREAS, the City of Santa Ana Human Relations Commission <br />on March 2, 1976, after notice, held the first of two mandatory <br />public hearings on the proposed re-allocation and program amendments <br />for the fiscal year 1975-1976 and obtained the views of citizens <br />on the community development and housing needs for the City of <br />Santa Ana; and <br /> <br /> WHEREAS, the Planning Commission of the City of Santa <br />Aha on March 8, 1976, after notice, held the second of two mandatory <br />public hearings on the re-allocation and program amendments for <br />the fiscal year 1975-1976; and <br /> <br /> <br />
