HRS:po <br />Application on file in CA 140.20 3-15-76 <br /> <br />RESOLUTION 76- 37 <br /> <br />A RESOLUTION OF TtIE CITY COUNCIL OF THE <br />CITY OF SANTA ANA APPROVING TtIE SECOND <br />YEAR HOUSING AND COI~UI~ITY DEVELOP~ENT <br />PROGRAM FOR THE CITY OF SANTA ANA, A~D <br />AUTHORIZING AND DIRECTING THE CITY MANAGER <br />TO TAKE ALL NECESSARY STEPS TO FILE SAID <br />APPLICATION, AND DIRECTING AND DESIGNA- <br />TING THE CITY I{ANAGER AS THE AUTHORIZED <br />REPRESENTATIVE OF THE CITY OF SANTA ANA TO <br />ACT IN CONNECTION WITH TttE AFORESAID APPLI- <br />CATION AND TO PROVIDE SUCH ADDITIONAL INFOR- <br />MATION AS MAY BE REQUIRED BY TIIE UNITED STATES <br />DEPART~ENT OF HOUSING AND URBAN DEVELOPMENT <br /> <br /> WHEREAS, the City of Santa Ana received approval of <br />its First Year Community Development Program from the United States <br />Department of Housing and Urban Development (hereinafter referred <br />to as HUD) an amount of Six Hundred Eighty Nine Thousand Dollars <br />($689,000.00) under Title I of the Housing and Community Develop- <br />ment Act of 1974, for the program year beginning June 12, 1975 <br />and ending June 11, 1976; and <br /> <br /> WHEREAS, the City of Santa Ana ttuman Relations Commission <br />and the Corumunity Development Management Staff have since October <br />7, 1975, held a series of five public meetings throughout the <br />community of the City of Santa Ana in order to provide citizens <br />with adequate information concerning the amount of funds avail- <br />able for proposed community development and housing activities in <br />the second year Cormuunity Development Program, and an adequate <br />opportunity to participate in the development of the second year <br />application~ and <br /> <br /> WHEREAS, the City of Santa Ana Human Relations Commission <br />on January 6, 13, and 20, 1976, held public meetings that provided <br />citizens an opportunity to articulate needs, express preferences <br />about proposed program activities, and assist in the selection <br />of priorities and participate in the evaluation of the second <br />year application in accordance with HUD's regulations, 24 CFR <br />570.900(d) (2); and <br /> <br /> WHEREAS, on January 26, 1976, the Recreation and Park <br />Board and on February 3, 1976, the City of Santa Aha Community <br />Redevelopment Commission held meetings to provide citizens with <br />additional opportunity to participate in the development of the <br />Second Year Community Development Application; and <br /> <br /> WHEREAS, on January 21, 1976, the Planning Commission <br />of the City of Santa Ana held the first of two mandatory public <br />hearings on the proposed Second Year Community Development Appli- <br />cation and obtained the views of citizens on the community <br />development and housing needs for the City of Santa Ana; and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana <br />on February 2, 1976, after notice, held the second of two mandatory <br />public hearings on the proposed Second Year Community Development <br />Application and approved said Application and directed the <br />Community Development Staff to send the Community Development <br />Program Application for the Second Year to Southern California <br />Association of Governments (hereinafter referred to as SCAG) for <br />the requisite A-95 review; and <br /> <br /> ~IEREAS, the City of Santa Aha has received no major <br />comments on the Second Year Community Development Application <br />from citizens or private or public agencies during SCAG's A-95 <br />review period, and now wishes to approve the Housing and Community <br /> <br /> <br />
