JLC:ar 6/24/76 RESOLUTION NO. 76-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA RESTRICTING THE USE OF SEVEN PARKING STALLS ALONG THE EAST WALL OF THE PARKING AREA UNDER THE PLAZA OF THE FLAGS, DIRECTING THE DIRECTOR OF PUBLIC WORKS TO POST THE PARKING STALLS AND PURCHASE THE APPROPRIATE AUTO BUMPER DECALS, AND DIRECT- ING THE POLICE DEPARTMENT TO CITE AND TOW VEHICLES FOUND IN VIOLATION OF THE POSTED SIGNS. WHEREAS, the City Council of the City of Santa Ana does find and determine that the Civic Center Parking Lot has become so full and overcrowded that the Mayor, Vice Mayor, Councilmen and Planning Commissioners have, on occasion, found it difficult to find parking spaces when attending regular city meetings or other city business; and WHEREAS, the Civic Center Authority on October 12, 1973, authorized the City to enforce parking regulations within the Civic Center Parking Lots; and WHEREAS, the City Council of the City of Santa Aha does find and determine that public convenience and necessity requires that reserved parking stalls be properly marked and posted to notify the general public of the viola- tion of parking in specific stalls at certain times on cer- tain days; and WHEREAS, Section 21113(d) of the Vehicle Code of the State of California requires that the permitted use of vehicles on property under the control of the legislative body of a municipality not be changed, unless and until the legislative body, at a meeting open to the general public, sets forth the regulations affecting the use of the vehicle on said property. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana that, in accordance with the pro- visions of Section 21113(d) of the Vehicle Code of the State of California, the City Council has ascertained and does hereby determine that the use of two (2) parking stalls along the east wall of the parking area under the Plaza of the Flags be restricted to "Permit Parking Only" Monday through Friday from 7:00 A.M. to 9:00 P.M. and five (5) ad- ditional parking stalls to the immediate south of the above two stalls be restricted to "Permit Parking Only" Mondays from 11:00 A.M. to 9:00 P.M. BE IT FURTHER RESOLVED that the Director of Public Works is hereby authorized to post seven (7) parking stalls signs to be permanently attached to the wall, two signs at the north end where the Mayor's and Vice Mayor's signs are now installed, and five signs to the immediate south of the above two signs; signs to be a minimum size of 17 inches by 22 inches with lettering a minimim of one inch in height
