RESOLUTION NO. ?6-98 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AP- <br />PROVING THE CITY OF SANTA ANA PORTION OF THE 1980 FUNCTIONAL <br />USAGE STUDY, THE URBANIZED AREA BOUNDARIES OF SAID CITY, AND <br />THE DESIGNATION OF FEDERAL-AID URBAN ROUTES IN SAID CITY <br /> <br /> WHEREAS, Title 23 U.S. Code Section 103(d) 2 states that: After <br />June 30, 1976, the Federal-aid urban system shall be located in each urbanized <br />area and such other urban areas as the State highway departments may designate <br />and shall consist of arterial routes and collector routes, exclusive of urban <br />extensions of the Federal-aid primary system. The routes on the Federal-aid <br />urban system shall be designated by appropriate local officials, with the con- <br />currence of the State highway departments, subject to the approval of the <br />Secretary and in the case of urbanized areas shall also be in accordance with <br />the planning process required pursuant to the provisions of Section 134 of <br />this title; and <br /> <br /> WHEREAS, the 1973 Federal-Aid Highway Act Section 148D states that <br />Federal-Aid Systems realignment shall be based upon anticipated functional <br />usage in the year 1980 or a planned connected system; and <br /> <br /> WHEREAS, the 1980 Functional Usage Study will serve as the basis <br />for determining eligibility for Federal-Aid Systems and has served as the <br />basis for requesting streets to be on the Federal-Aid Urban System; and <br /> <br /> WHEREAS, the approval of the 1980 Functional Usage Study will not <br />preclude future adjustments of street classifications due to changing population, <br />travel and land use; ~and <br /> <br /> WHEREAS, the Functional Usage Study map is consistent with the 1980 <br />Functional Usage Systems of contiguous jurisdictions and is satisfactory to <br />the California Department of Transportation; and <br /> <br /> WHEREAS, revisions in urbanized area boundaries for this city are <br />made to ensure that the entire length of a street or highway is included on <br />one Federal-Aid System and does not transfer between systems within the city <br />boundaries; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA: That this Council hereby requests approval of the 1980 Functional <br />Usage Study, the Federal-Aid Urban System, and the Urbanized Boundaries as <br />forwarded by the City to the California Department of Transportation. <br /> <br /> ADOPTED this 16th day of August <br />following vote: <br /> <br />, 1976, by the <br /> <br />AYES, COUNCILMEN: Bricken, Ortiz, Yamamoto, Brandt, Ward <br /> <br />NOES, COUNCILMEN: None <br />ABSENT, <br /> <br />COUNCILMEN: Garthe, Evan ~_~ ~5~ <br /> MAYOR <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />APPROVED AS TO FORM: <br /> <br />KEITN L.
