Area Description: <br /> <br /> A. Property: 60' x 125', or 7,500 sq.ft., located at the northwest <br /> corner of Santa Ana Blvd. and Shelton Street. <br /> <br />B. SurroUnding' Development: <br /> south and west;. a parking <br /> <br />Santa 'Ana' <br />i~ a local <br /> <br />Single family residences to the north, <br />lot is to the east. <br /> <br />Blvd. is a planned arterial street; <br />street. <br /> <br />D. Comparable Applications or Circumstances: None in the area. <br /> <br />E. Surrounding Zoning: See attached. SDM. <br /> <br />F. Present Use: An existing motel and teen center. <br /> <br />3. General Plan Compatibility: <br /> <br /> The General Plan designates the area as a multi-use corridor. <br />4. Reasons for Staff R~commendation: <br /> <br /> A. Staff feels the existing motel, already a nonconforming use in this <br /> ..... CD District, is inappropriate for this type of facility, both because <br />£ ~ of the structure and its location. <br /> <br />Be <br /> <br />The plot plan as submitted with this application is unacceptable to <br />the licensing agency, the State Department of Health. Also, this <br />department has a number of requirements with regard to the program, <br />details of which were requested by them early in the year but have <br />never been submitted. The Police and Probation Departments have <br />stated that the State's requirements would have to be met if they <br />were to refer youths to the facility. <br /> <br />Co <br /> <br />The integrity of this corridor into the City and Civic Center should <br />be preserved by encouraging official, public and related uses of <br />properties within the corridor. <br /> <br />If the Commission approves the application, the following standard require- <br />ments must be met: <br /> <br />A. Planning: t, 2, 3, 4, 14 <br /> <br />B. Public Works: 6, 16, 21 b, c, 22 c, 28, 41 <br /> <br />6. The following requirements must also be met: <br /> A. Planning <br /> <br />l) That the facility take in only permanent residents of Santa Ana. <br /> <br />2) <br /> <br />That all requirements of the State Department of Health be <br />complied with and a license secured from that department prior <br />to occupancy. <br /> <br />3) <br /> <br />That prior to any building permits for new construction, detailed <br />elevations showing both the existing building and new additions <br />be submitted to the Planning Commission for approval. <br /> <br />4) <br /> <br />'This variance shall terminate at the end of a one year period, at <br />which time the Planning Department shall review the subject premises <br />to determine if the required conditions of the variance have been <br />met and to determine whether or not any problems have arisen due to <br />this operation.
