Each member shall review and consider the informa- <br />tion contained in such documentation prior to the decision-making <br />body'taking any action to approve or disapprove the project. <br /> <br />56. Puh.ltc Hearings. <br /> <br /> If the project is one for which a public hearing is required <br />prior to any action being taken to approve or disapprove the pro- <br /> <br />Ject, such hearing shall include the issues of whether the project <br />could have a significant effect on the environment and the ade- <br />quacy of mitigation measures in the negative declaration to avoid <br />any such effect.
