except upon one or more of the following written findings: <br /> <br /> {a) Changes or alterations have been <br /> <br />porated into, such project which <br />environmental effects thereof as <br />the final EIR. <br /> <br /> (b) Such changes or alterations are within the responsibility <br />and Jurisdiction of another public agency and su'ch changes have <br />been adopted by such other agency, or can and should be adopted by <br /> <br /> required in, or incor- <br />mitigate or avoid the significant <br />identified in the completion of <br /> <br />such other agency. <br /> <br /> (c) Specific economtc,-soctal, or other considerations make, <br />infeasible the mitigation measures or project alternatives identified <br />in the EIR. <br /> <br />6g. ~ertification. <br /> <br />EIR, <br /> <br />with <br /> <br />body <br /> <br /> Whenever a project for which an EIR has been prepared is <br />approved by the decision-making body, the Environmental Analyst <br /> <br />shall prepare and sign a Certificate, to be attached to the Final <br /> stating that the Final EIR has been completed in compliance <br /> CEQA and the State EIR Guidelines and that the decision-making <br /> ha's reviewed and considered the information contained in the <br /> <br />£IR prior to the approval of the project. The Environmental ~nalyst <br />shall so certify a final EIR only if he determines the statements <br />therein to be true and correct; otherwise he shall notify the deci~ <br />sion-making body of the defect and recommend appropriate corrective, <br />action. <br /> <br /> <br />
