Qn.of whethe.K project is subject to CEQA'. <br /> <br /> When an activity is referred to the Environmental Analyst <br /> for preliminary analysis, the Environmental Analyst shall deter- <br /> mine whether the project is subject to CEQA. This determination <br /> shall consist of the following subordinate determina:tons: <br /> <br /> (1) Whether there is any possibility that the activity may <br /> have any significant effect on the environment; <br /> <br /> (gt Whether the activity constitutes a 'project" within <br />the meaning of CEQA and the State EIR Guidelines; <br /> <br /> ..
