363 <br /> <br />M~. Irwin, 620 N. Main Street, questioned the accuracy of the data on traffic count. <br />Richard Beem of Roberts Studio, said that right and left turns from Main Street <br />should be prohibited because it delays traffic. <br /> <br />Ed Hoffman, operating a paint store at 202 N. Main Street suggested trying alternate <br />before making definite decisions and commented on the loss of business if plan is <br />adopted. <br /> <br />Harold Brisner, Manager of 1Vest Coast Theatre, said the 24 hour parking ban would <br />ruin their business. <br /> <br />Howard G. Hill, 620 N. Main Street,wan~ed the names of the cities that had no park- <br />lng restrictions in the downto~i areas. He was informed that Beverly.Hills, San <br />Bernardino~ Long Beach and others had the restriction. <br /> <br />Pauline Hanson, 209 N. Main Street, speaking for the con~nittee, requested the aban. <br />donment of the Resolution adopted and a survey be made on the peak traffic period. <br />Her personal preference was to have parking prohibited from 4 P.M. to 6 P.M. <br /> <br />S. Thompson McNeal challenged the accuracy of the traffic count and objected to the <br />parking and stopping ban. <br /> <br />Mrs. Burgess, owner of an Orthopedic Shoe S~ore, 508} N. Main Street, spoke of the <br />handicap for the people they serve if no parking is permitted. She presented a let- <br /> <br />ter of Dr. Louis Donatelle, opposing the removal of parking on the street and on <br /> man <br />motion of Council/Hall~ seconded by Narkel and carried, the letter was filed. <br /> <br />Frank Evans, Manager of Leed's Shoe Stere, favored the elimination of parking and <br />stated that his store had made a traffic count which agreed with the City's count. <br />Mrs. Harmon, operator of Mcm's Cafe, 614 N. Main Street, was opposed to parking <br />being prohibited for 24 hours of the day. <br /> <br />The Mayor closed the discussion. Each member of the Council then gave his opinion <br /> <br /> on the matter. <br /> man <br />Council/Gould opposed the prohibition of parking and stopping on Main Street. He <br /> <br />said he had seen traffic backed up below Third Street and above Fifth Street and <br />believed that no right turns should be permitted on Fourth Street which congests <br />traffic. He favors municipally owned parking lots for the convenience of shoppers; <br /> <br />sychronization of traffic signals and thirty minute parking on meters. <br /> said <br /> Councilma~ Hubbard spoke in favor of the parking ban and/wh~tle the action is drastic <br /> <br />it is necessary to take care of the downtown congestion. He considered modificatior <br />of the regulation to prohibit parking from l0 A.M. to 9 P.M. <br /> <br />Councilman Markel also spoke in favor of the issue and stated that the Telephone <br />C~pany~ J. C. Penney Co., and W. T. Grant Co. had made no provision for loading, <br />unloading or parking facilities. Modification of the Resolution to permit parking <br />from 7 A.M. to l0 A.M. would meet his approval. <br /> <br />Councilm~n Hall opposed the regulation but felt the merchants must be ConSiderate <br />the problem and is of the same opinion as before; prohibit parking d~ring peak hours <br />between 4 P.M. and 6 P.M. and was not in favor of the 24 hour parking ban. <br /> <br />Mayor Heinly expressed his opinion and reminded the merchants about the time paralle <br />parking was .adopted on Fourth Street~ and of the ~ objections voiced that it wou] <br />ruin their businesses. He hoped the widening of N. Main Street can be commenced but <br />said it is impossible to move the buildings or narrow the sidewalks in the area bei~ <br />discussed. The Mayor also stated he would yield to the modification to permit lead- <br />ing in the early morning hours, but was against the City owning parking lots for the <br />convenience of the merchants, who do not provide parking for their customers. <br /> <br />It ~as moved by Councilman Gould, seconded by Hall, that the previous Resolution be <br /> <br /> <br />
