RESOLUTION NO. 77-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ENDORSING THE PRIORITY PLAN FOR EXPENDITURES FOR JURISDICTIONS WITHIN THE COUNTY OF ORANGE FROM THE NEJEDL~'--HART STATE, URBANt AND COASTAL PARK BOND ACT OF 1976 WHEREAS, S.B. 3121 approved by the Governor of the State of California on June 24, 1976, created the Nejedly- Hart State, Urban, and Coastal Park Bond Act of 1976; and WHEREAS, the voters of the State of California on November 2, 1976, adopted the Nejedly-Hart State, Urban, and Coastal Park Bond Act of 1976, and authorized the issuance of bonds in the amount of $280~Million to provide funds to ac- quire, develop, and restore real property for state and local park, beach, recreational and historical purposes; and WHEREAS, approximately $6.9 Million of these funds will be available for use by Orange County and its cities and districts for the acquisition and development of high priority projects; and WHEREAS, Section 5096.127 of the Public Resources Code requires that each county of the State submit a priority plan of expenditures to the State Department of Parks and Recreation prior to June 30, 1978; and WHEREAS, the plan must be approved by at least 50 percent of the cities and districts within the County represent- ing at least 50 percent of the population of the cities and districts, and by the Count Board of Supervisors; and WHEREAS, similar provisions were required for State Beach, Park, Historical and Recreational Facilities Bond Act of 1974, and after numerous meetings more than 50 percent of the jurisdictions representing more than 50 percent of the population agreed that the expenditure plan should provide approximately 29 percent of the available to Orange County in recognition of its regional park responsibility as well as its local park responsibility and the remaining 71 percent to be made availabe to cities and districts on an equal per capita basis except that no jurisdiction would receive less than $19,000.00; and WHEREAS, the Orange County Division, League of Califor- nia Cities, Ad Hoc Task Force ~or Prop. #2 met January 14, 1977 and adopted the attached priority plan for expenditures by unanimous vote; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: that said Council hereby approves the priority plan for expenditures for Orange County as identified above. Said plan is attached hereto and made a part hereof.
