RESOLUTION NO. 77-15 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ENDORSING THE PRIORITY PLAN FOR <br />EXPENDITURES FOR JURISDICTIONS WITHIN THE <br />COUNTY OF ORANGE FROM THE NEJEDL~'--HART STATE, <br />URBANt AND COASTAL PARK BOND ACT OF 1976 <br /> <br /> WHEREAS, S.B. 3121 approved by the Governor of the <br />State of California on June 24, 1976, created the Nejedly- <br />Hart State, Urban, and Coastal Park Bond Act of 1976; and <br /> <br /> WHEREAS, the voters of the State of California on <br />November 2, 1976, adopted the Nejedly-Hart State, Urban, <br />and Coastal Park Bond Act of 1976, and authorized the issuance <br />of bonds in the amount of $280~Million to provide funds to ac- <br />quire, develop, and restore real property for state and local <br />park, beach, recreational and historical purposes; and <br /> <br /> WHEREAS, approximately $6.9 Million of these funds <br />will be available for use by Orange County and its cities and <br />districts for the acquisition and development of high priority <br />projects; and <br /> <br /> WHEREAS, Section 5096.127 of the Public Resources Code <br />requires that each county of the State submit a priority plan <br />of expenditures to the State Department of Parks and Recreation <br />prior to June 30, 1978; and <br /> <br /> WHEREAS, the plan must be approved by at least 50 <br />percent of the cities and districts within the County represent- <br />ing at least 50 percent of the population of the cities and <br />districts, and by the Count Board of Supervisors; and <br /> <br /> WHEREAS, similar provisions were required for State <br />Beach, Park, Historical and Recreational Facilities Bond Act <br />of 1974, and after numerous meetings more than 50 percent of <br />the jurisdictions representing more than 50 percent of the <br />population agreed that the expenditure plan should provide <br />approximately 29 percent of the available to Orange County in <br />recognition of its regional park responsibility as well as its <br />local park responsibility and the remaining 71 percent to be <br />made availabe to cities and districts on an equal per capita <br />basis except that no jurisdiction would receive less than <br />$19,000.00; and <br /> <br /> WHEREAS, the Orange County Division, League of Califor- <br />nia Cities, Ad Hoc Task Force ~or Prop. #2 met January 14, <br />1977 and adopted the attached priority plan for expenditures <br />by unanimous vote; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA: that said Council hereby approves the <br />priority plan for expenditures for Orange County as identified <br />above. Said plan is attached hereto and made a part hereof. <br /> <br /> <br />
