HRS: rs <br />2-2-77 <br /> <br />RESOLUTION NO. 77-18 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA APPROVING THE DRAFT APPLICATION <br />FOR FUNDING OF THE THIRD YEAR HOUSING AND <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR <br />THE CITY OF SANTA ANA, AND AUTHORIZING AND <br />DIRECTING THE CITY MANAGER TO TAKE ALL NECESSARY <br />STEPS TO FILE SAID APPLICATION, AND DIRECTING <br />AND DESIGNATING THE CITY MANAGER AS THE AUTHORIZED <br />REPRESENTATIVE OF THE CITY OF SANTA ANA TO ACT IN <br />CONNECTION WITH THE AFORESAID DRAFT APPLICATION <br />AND TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY <br />BE REQUIRED BY THE UNITED STATES DEPARTMENT OF <br />HOUSING AND URBAN DEVELOPMENT. <br /> <br /> WHEREAS, the City of Santa Aha upon receiving approval <br />of its First Year Community Development Program from the United <br />State Government Department of Housing and Urban Development <br />("HUD") in an amount of Six Hundred Eighty Nine Thousand Dollars <br />($689,000.00) under Title I of the Housing and Community Develop- <br />ment Act of 1974 has successfully completed the program year be- <br />ginning June 12, 1975 and ending June 30, 1976; and <br /> <br /> WHEREAS, the City of Santa Ana received approval of its <br />Second Year Housing and Community Development Block Grant Program <br />from HUD in an amount of One Million Five Hundred Twenty Nine <br />Thousand Dollars ($1,529,000.00) under Title I of the Housing <br />and Community Development Act of 1974, for the program year <br />beginning July 1, 1976 and ending June 30, 1977; and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana <br />directed the formation of a Community Development Citizen <br />Participation Committee for the purposes of establishing a time <br />table of events for the development of the Third Year Housing <br />and Community Development Block Grant Application and discussing <br />what types of materials and methods should be used in the out- <br />reach efforts and at the public hearings; and <br /> <br /> WHEREAS, the Community Development Citizen Participation <br />Committee and the Community Development Management Team's staff <br />have held a series of five informational public meetings through- <br />out the community of the City of Santa Ana in 1976 in order that <br />citizens be provided adequate information concerning the amount <br />of funds available for the proposed Community Development Housing <br />Activities in the Third Year Community Development Program, and <br />an adequate opportunity to participate in the development of the <br />Third Year Application; and <br /> <br /> WHEREAS, the City of Santa Ana Human Relations Commission <br />on January 14th and February 1st, 1977, held public meetings, and <br />the City of Santa Ana Planning Commission on January 24, 1977, <br />held the first mandatory public hearing that provided citizens an <br />opportunity to articulate their needs, to make comments on the <br />proposed program activities, and to offer alternate suggestions <br />on possible programs for the future and to participate in the <br />Third Year Application in accordance with HUD's regulations <br />24 C.F.R. 570.900(d) (2); and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana on <br />February 7, 1977, after notice, held the final meeting of the <br />two mandatory public hearings on the proposed Third Year Housing <br />and Community Development Block Grant Draft Application; and <br /> <br /> WHEREAS, the City of Santa Ana has fulfilled the requisite <br />Federal requirements for the completion of the application process <br /> <br /> <br />
