RESOLUTION NOo 77-35 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA URGING THE STATE <br />LEGISLATURE TO RETURN TO PRIOR FORMULA <br />OF 20% DISTRIBUTION OF TOTAL STATE SALES <br />AND USE TAX REVENUES COLLECTED BY THE <br />STATE AND DISTRIBUTED TO CITIES <br /> <br /> WHEREAS, the State of California in 1974 increased the <br />State Sales and Use Tax from 5~ to 6~ a 20% increase; and <br /> <br /> WHEREAS, Santa Ana's and other cities' share of the <br />State Sales and Use Tax remained at 1~, thus, in effect, re- <br />ducing the cities' share from 20% to 16-2/3% of the total Sales <br />and Use Tax revenues; and <br /> <br /> WHEREAS, Santa Ana and other California cities have <br />increasingly found themselves with shortages of general fund <br />revenues; and <br /> <br /> WHEREAS, the State has continued to impose mandated <br />costs upon cities, thus even further overburdening existing <br />general fund revenues; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of <br />the City of Santa Ana urges the State Legislature to pass legis- <br />lation providing that the share of State Sales and Use Tax rev- <br />enues distributed to cities be returned from 16-2/3% to 20%; and <br /> <br /> BE IT FURTHER RESOLVED by the City Council of the City <br />of Santa Ana that the Clerk of the Council is hereby authorized <br />and instructed to transmit copies of this resolution to State <br />legislators representing the City of Santa Ana as well as to the <br />League of California Cities and the City Councils of each city <br />in Orange County. <br /> <br />ADOPTED this 7th day of March , 1977 by <br />the following vote to wit: <br /> <br />AYES: <br /> <br />COUNCILMEN: Yamamoto, Bricken, Ortiz, Evans <br /> <br />NOES: <br /> <br />COUNCILMEN: None <br /> <br />ABSENT: <br /> <br />COUNCILMEN: Garthe, Brandt, Ward <br /> <br />ATTEST: <br /> <br />VICE MAYOR <br /> <br />CLERK OF THE COUNCIL <br /> <br />APPROVED AS TO FORM: <br />CITY ATTORNEY <br /> <br /> <br />
