EC/k 4-13-77 <br /> <br />RESOLUTION NO. 77-46 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CONCERNING FEDERAL FUNDING RELATIVE TO <br />THE INTER-COUNTY AIRPORT AUTHORITY AND AUTHORIZ- <br />ING GRANT APPLICATIONS TO BE FILED FOR AIRPORT <br />STUDIES. <br /> <br /> WHEREAS, the City of Santa Ana, is a party to the Joint <br />Powers Agreement between certain sponsoring cities in two counties <br />which was established for the purpose of creating an Inter-County <br />Airport Authority; and <br /> <br /> WHEREAS, said Inter-County Airport Authority has entered <br />into an operating agreement between the Authority and the Inter- <br />County Airport Management Services, Inc.; and <br /> <br /> WHEREAS, the fundamental concept behind the Inter-County <br />Airport Authority is to ascertain, in part, the need and location <br />for additional airport facilities within the counties wherein the <br />participating cities are located; and <br /> <br /> WHEREAS, Federal funding is available upon filing a grant <br />application related to such an airport study and which application <br />requires establishing certain declarations to be made by each city <br />participating in the grant application. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of <br />the City of Santa Ana, declares: <br /> <br /> (1) That it is a joint sponsor and applicant and au- <br />thorizes a grant application be filed for an airport study for <br />which necessary sponsorship matching funds are available; <br /> <br /> (2) That it is able to perform those functions as set <br />forth in the Joint Powers Agreement of 1974 between the above City <br />of Santa Ana and other sponsoring cities participating in said Joint <br />Powers Agreement; <br /> <br /> (3) That it is legally and financially and otherwise <br />able to make the certifications, representations, and warranties <br />required in the application for Federal Assistance (FAA form 5100- <br />101); <br /> <br /> (4) That it is legally, financially and otherwise able <br />to make, keep and perform the assurance agreements and covenants <br />required by filing of the grant application for the purposes of <br />receiving and expending federal funds; <br /> <br /> (5) That it has or is able to obtain sufficient funds <br />to pay for the planning project costs not borne by the United States <br />and as outlined in the cities' grant application; <br /> <br /> (6) That it is legally, financially and otherwise able <br />to meet any other applicable requirement of the Airport and Airway <br />Development Act of 1970 and Revisions and Amendments thereto; subject <br />to the provisions of the documentation submitted along with the <br />Application for Federal Assistance and attached hereto; <br /> <br />(7) That it is legally, financially and otherwise able <br /> <br />-1- <br /> <br /> <br />
