RESOLUTION NO. ??-9? <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA DE- <br />CLARING ITS POSITION REGARDING DEVELOPMENT OF AN AIR QUALITY <br />MITIGATION PROGRAM FOR THE COUNTY SANITATION DISTRICTS OF <br />ORANGE COUNTY WASTEWATER MANAGEMENT PROGRAM AND THE INTENTION <br />TO COOPERATE AND PARTICIPATE IN THE SOUTH COAST BASIN AIR <br />QUALITY MAINTENANCE PLAN AND THE 208 AREAWIDE WASTE TREAT- <br />MENT MANAGEMENT PLAN <br /> <br /> WHEREAS, it is the policy of the State Water Resources Control Board's <br />Clean Water Grant Program to coordinate water quality planning and construction <br />with air quality planning activities; and <br /> <br /> WHEREAS, regulations of the U.S. Environmental Protection Agency (EPA) <br />(40 CFR 35.925-14) require that wastewater treatment works funded with Federal <br />funds comply with all pertinent requirements of the Clean Air Act and other appli- <br />cable Federal, State, and local environmental laws and regulations; and <br /> <br /> WHEREAS, the City recognizes that the project may interfere with the <br />attainment and maintenance of air quality standards, but the project is needed to <br />solve a critical water quality problem; and <br /> <br /> WHEREAS, EPA in a policy statement to the State Water Resources Control <br />Board stated that grant applications for Federal funds are expected to demonstrate <br />that attainment and maintenance of air quality standards will not be interfered <br />with by the proposed project and the population it serves so that EPA may fund and <br />complete project as the grant applicants may apply for; and <br /> <br /> WHEREAS, the City of Santa Ana is a part of the Critical Air Area and an <br />Air Quality Maintenance Area {AQMA) as defined by the State Air Resources Board <br />because of present and projected air pollution problems; and <br /> <br /> WHEREAS, the Clean Air Act requires that Air Quality Maintenance Plans be <br />prepared for all quality maintenance areas; and <br /> <br /> WHEREAS, the South Coast Air Quality Management District intends to develop <br />and propose implementation of an air quality management plan; and <br /> <br /> WHEREAS, the City agrees to participate in the development of an Air <br />Quality Maintenance Plan covering the project service area; and <br /> <br /> WHEREAS, the Southern California Association of Governments intends to <br />develop and propose implementation of a 208 Areawide Waste Treatment Management <br />Plan within the next two years in cooperation with local general-purpose government <br />agencies; and <br /> <br /> WHEREAS, the City has adopted and is implementing a Master Plan of Land <br />Use and Arterial Highways to provide for the efficient and smooth flow of traffic <br />within Santa Aha; and <br /> <br /> WHEREAS, the City and the Santa Ana Redevelopment Agency have established <br />a Redevelopment Plan to improve traffic flow in the Central City area; and <br /> <br /> WHEREAS, the City has adopted and is implementing a Master Plan of Bike- <br />ways to provide for and encourage the use of alternative modes of transportation; <br />and <br /> <br /> WHEREAS, the City cooperates with the Orange County Transit District in <br />the planning and implementation of mass transit facilities; and <br /> <br /> WHEREAS, the <br />porate a ramp metering <br />within Santa Ana; and <br /> <br />State of California Department of Transportation will incor- <br />project at all intersections with the Santa Ana Freeway <br /> <br /> WHEREAS, the City encourages the provision of separate pedestrian and <br />bicycle circulation facilities within new planned unit developments; and <br /> <br /> <br />
