- CITY OF SANTA ANA <br /> DEFINITION <br /> <br />REHABILITATION PLANNING SPECIALIST <br /> <br />Under direction, performs responsible technical and specialized liaison work in the <br />development and implementstion of commercial rehabilitation projects. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Confers with Agency management on the development and implementation of general and <br />specific commercial rehabilitation programs and projects; conducts studies and surveys <br />and prepares reports pertaining to land use, traffic, parking and other urban planning <br />problems and elements of Agency planning; plans, organizes and conducts a program of <br />informing property o%eners of com~ercial rehabilitation programs and securing their <br />participation; serves as principal liaison between participants, redevelopment agency, <br />governmental regulatory agencies and architectural consultants; advises and assists <br />participants in assessing rehabilitation needs and developing and implementing improve- <br />ment plans; makes initial preliminary cost analyses of individual improvement projects <br />developed; provides financial counseling services to participants, including determining <br />their eligibility for various types of financing and assisting them to secure loans or <br />grants; coordinates project improvement planning and implementation activities with <br />various governmental regulatory agencies; ensures individual projects are in conformance <br />with requirements of local, state and federal laws governing urban redevelopment~rehabil- <br />itation activities; participates in the overall public relations and information activities <br />of the Redevelopment Agency; and performs other related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />The work of this class involves responsible technical liaison duties in the application <br />of a considerable amount of specialized knowledge of urban planning principles and <br />practices, construction valuation and property improvement financing techniques in carrying <br />out specific property rehabilitation projects and requires frequent exercise of independent, <br />seasoned Judgement in making recommendations of a technical nature. <br /> <br />RECOMMENDED MINIMUM QUALIFICATIONS <br /> <br />Education and experience equivalent to graduation from a four-year college or university <br />with a degree in business or public administration, economics, planning, psychology or <br />related fields and three years' experience in planning, developing and implementing of <br />a major redevelopment activity, preferably co~ercial rehabilitation programs involving <br />responsibility for securing corm~ercial loans or grants through public entities such as <br />H.U.D.; or any combination of training and experience which provides the following know- <br />ledge, skills and abilities: <br />Knowledge of: principles, practices, economics and legal requirements involved in <br />publicly-assisted redevelopment and property rehabilitation programs and activities; <br />local redevelopment agency organization, procedures and processes; urban planning <br />principles and practices; zoning and building regulations; construction costs; various <br />techniques of public and private financing as applied to redevelopment and property <br />rehabilitation projects. Ability to: perform independent research on a variety of <br />urban planning subjects related to redevelopment/rehabilitation programs~ write <br />effectively and prepare concise reports of a technical and evaluative nature; read, <br />interpret and evaluate construction plans and specifications; prepare construction <br />cost estimates; determine most feasible property rehabilitation treatment in relation <br />to available financing and provide financial counseling services; and establish effective <br />working relationships with property owners,public officials, architects, contractors <br />and the general public. <br /> <br />35 <br /> <br /> <br />
